German Chancellor Friedrich Merz has proposed to grant Ukraine a special status of an \u00abassociate member\u00bb of the European Union. According to Reuters, the idea is to accelerate Ukraine's integration into European structures without full membership, which can take years. The proposal includes a number of important elements, including gradual participation in EU bodies and expanded security guarantees for Ukraine.<\/p>\n
According to Friedrich Merz<\/strong>, The new format of associate membership will allow Ukraine to join the key processes in the EU more quickly, without waiting for the completion of the long of the negotiation process<\/a> on full accession. The proposal envisages the extension of Article 42.7 of the Lisbon Treaty, which guarantees mutual military assistance between EU states, to Ukraine. This means that Ukraine will be able to count on security support from the EU.<\/p>\n A separate point of the initiative concerns the involvement of Ukrainian representatives in meetings of the EU Council and the European Council. However, as stated in the proposal, Ukraine will not have the right to vote at these meetings. Similar conditions are foreseen for participation in the work of the European Commission and the European Parliament - Ukrainian delegates will be able to attend and participate in discussions, but without the ability to make decisions.<\/p>\n Another important element of Merz's initiative is the gradual integration of Ukraine into the EU budget. This could allow Kyiv to receive financial support<\/a> and participate in joint European programmes.
