Five major NATO countries have blocked the initiative of NATO Secretary General Mark Rutte to allocate 0.25% of GDP for military assistance to Ukraine. The idea was opposed by the UK, France, Spain, Italy and Canada. The position was supported by at least seven countries, including the Netherlands, Poland and Scandinavian states.<\/p>\n

Basic context<\/h2>\n

NATO Secretary General Mark R\u00fctte<\/strong> proposed that Allies should allocate 0.25% of their GDP to military support for Ukraine. This initiative was blocked by five major countries - the UK, France, Spain, Italy and Canada. Rutte acknowledged that the plan would not be implemented due to the lack of unanimous support from the allies.<\/p>\n

The United Kingdom, which has the third largest military contribution to NATO, allocates about 0.1% of GDP to help Ukraine. France, Italy, Spain and Canada lag far behind their economic capacities in this regard, causing dissatisfaction among the allies.<\/p>\n

According to a NATO source, these countries are \u201cnot thrilled with the idea\u201d. Swedish Prime Minister Ulf Kristersson<\/strong> stressed<\/a> on the need for countries that speak well of Ukraine to back up their words with real money.<\/p>\n

Implications for the Alliance and Ukraine<\/h2>\n

Initiative<\/a> Rutte's goal was to distribute support for Ukraine more evenly among NATO countries and reduce dependence on the United States. The unevenness of contributions is causing tensions among the allies and calling into question the unity of the Alliance in its military support for Ukraine.<\/p>\n

The refusal of the five major countries could affect Ukraine's ability to receive stable long-term military assistance. Nevertheless, the Baltic states, Poland, the Netherlands and the Scandinavian countries continue to support the idea and provide assistance at or above 0.25% of GDP.<\/p>\n

Historical and political context<\/h2>\n

In December 2025, the former Minister of Defence of Ukraine Denis Shmygal<\/strong> has initiated a proposal to allocate at least 0.25% of GDP to defence. The three Baltic states have made such commitments. Therefore, on 22 May 2026, the NATO Secretary General raised this issue for discussion among the Allies.<\/p>\n

The refusal of key countries to support the initiative could affect further negotiations on military support for Ukraine at the upcoming NATO summit in Ankara.
