The document was voted in favour by 235 MPs. The draft law defines the assistance as comprehensive, combining an individual assessment of household needs and the subsequent provision of targeted support, including both cash payments and social services.<\/p>\n<h2>Mechanism of granting and amount of assistance<\/h2>\n<p>The amount of basic social assistance is proposed to be set by the law on <a href=\"https:\/\/ukrmedia.news\/economics\/rada-bjudzhet-2026-druge-chytannya\/\">state budget<\/a> for the respective year. It cannot be less than the subsistence minimum per person as of 1 January of the year of the budget period. The allowance is calculated as the difference between the aggregate amount of the basic amount for all family members and their average monthly total income. The basic amount for each family member is equal to 100% of the established amount - both for the authorised representative of the family and for other members.<\/p>\n<h2>Special categories of recipients<\/h2>\n<p>For certain categories of people with disabilities and children, the basic amount will be set at 100% of the basic amount. This means that these groups will receive social assistance without any reductions, in accordance with the established norms. The draft law also provides for individualised social support plans, which will allow for the needs of each family to be taken into account.<\/p>\n<h2>Impact on social policy in Ukraine<\/h2>\n<p>The introduction of basic social assistance will create a transparent and comprehensive mechanism to support low-income families. It will not only provide financial assistance, but will also facilitate better planning of social services. The responsibility for determining the amount of assistance and its indexation lies with the law on the state budget, which will ensure that social payments are regularly reviewed in line with the economic situation.<\/p>\n<h2>Next steps and expectations<\/h2>\n<p>Draft Law No. 15094 still has to pass the second reading and subsequent approval. However, it already defines a new approach to social policy, focusing on individual needs and comprehensive support. This will have a significant impact on improving the living standards of the most vulnerable and increasing the effectiveness of state
