Therefore, a comprehensive review of these approaches is proposed, which should improve discipline and efficiency of personnel management in the armed forces.<\/p>\n<h2>Transformation of territorial recruitment centres<\/h2>\n<p>The system of territorial recruitment centres (TRCs) is a separate area of reform. The parliament has long been debating the need for changes in the work of TACs due to numerous conflicts and public discontent.<\/p>\n<p>Solomiya Bobrovska said that the Ministry of Defence does not support the existing TCC model and is considering a deep transformation or even complete disbandment with the subsequent creation of a new system of manning the troops. Details of these changes have not yet been made public.<\/p>\n<h2>Liability for violation of mobilisation legislation<\/h2>\n<p>The Verkhovna Rada is also discussing the issue of increasing liability for violations <a href=\"https:\/\/ukrmedia.news\/suspilstvo\/lubinets-skargy-ttsk-mobilizatsiia\/\">mobilisation legislation<\/a>. This applies to both military personnel who leave units without permission and civilians who evade military duty.<\/p>\n<p>So far, no specific draft laws have been registered in this area, but Bobrovska noted that the mobilisation reform will be difficult and painful for those who are wanted because of violations of military records. At the same time, new mechanisms are necessary to replenish the army in the context of a prolonged war.<\/p>\n<h2>The significance of the reform for the Armed Forces of Ukraine<\/h2>\n<p>The planned reform is the biggest overhaul of the manning system of the Armed Forces of Ukraine since the beginning of the full-scale war. Its results will affect the conditions of contract service, the effectiveness of mobilisation, personnel policy and the further functioning of territorial recruitment centres.<\/p>\n<p>The Ministry of
