According to the investigation, the businessmen provided the official with unlawful benefits in exchange for his assistance in concluding and executing contracts with affiliated companies. The total amount of the bribes exceeds 441,000 UAH.<\/p>\n<div class=\"news-summary-box\">\n<div class=\"summary-title\">Briefly about the main points<\/div>\n<ul>\n<li>Two businessmen from Lviv and a former Ministry of Defence official are suspected of corruption.<\/li>\n<li>The total value of the defence contracts amounts to over 1.84 billion hryvnias.<\/li>\n<li>The unlawful gain exceeded 441,000 UAH.<\/li>\n<li>Businessmen controlled the supply of body armour, helmets and winter clothing.<\/li>\n<\/ul>\n<\/div>\n<h2>Details of the allegations and the corruption scheme<\/h2>\n<p>Under the procedural guidance of prosecutors from the Office of the Prosecutor General <a href=\"https:\/\/t.me\/pgo_gov_ua\/38151\" target=\"_blank\" rel=\"noopener\">a notice of suspicion has been served<\/a> two businessmen from Lviv and a former official at the Ministry of Defence. The investigation established that the businessmen controlled several companies supplying the Armed Forces of Ukraine and provided the official with an unlawful benefit in exchange for his influence over ministry officials. The aim was to agree, conclude, advance and execute contracts with controlled enterprises.<\/p>\n<p>According to the investigation, two instances of the provision of undue benefits have been identified: transfers of funds to the bank cards of associated individuals totalling 150,000 UAH, and payments for accommodation, meals and leisure activities amounting to over 290,000 UAH. The total amount of the improper benefits amounted to over 441,000 UAH.<\/p>\n<h2>Scope and subject matter of the contracts<\/h2>\n<p>The suspects received payments for facilitating decisions regarding at least five contracts between the Ministry of Defence and their companies. The total value of the contracts exceeded 1.84 billion hryvnias. The terms of the agreements provided for the supply of body armour, helmets, winter clothing and equipment for defence purposes. Over 1 billion hryvnias was transferred as advance payments and payments under these contracts.<\/p>\n<h2>Previous criminal proceedings<\/h2>\n<p>Since January 2024, the businessmen have been in custody as part of separate criminal proceedings concerning the misappropriation of over 1 billion hryvnias during the supply of substandard products to the Armed Forces of Ukraine. One of them is also accused of offering an unlawful benefit to an official of the State Bureau of Investigations.<\/p>\n<h2>The legal status of suspects<\/h2>\n<p>Businessmen from Lviv are accused of offering improper benefits in exchange for influencing the decisions of public officials, whilst a former Ministry of Defence official is accused of accepting such benefits. According to <a href=\"https:\/\/ccu.gov.ua\/storinka\/62\" target=\"_blank\" rel=\"noopener\">Article 62 of the Constitution of Ukraine<\/a>, people are presumed innocent until proven guilty in court.<\/p>\n<h2>Impact on the defence procurement system<\/h2>\n<p>The investigation highlights the importance of monitoring the use of public funds in the defence sector, particularly in the context of military aggression. Corruption schemes can affect the quality of equipment supplied to the Armed Forces, which has a direct bearing on national security.
