The presidential decree will take precedence over signed contracts, and the discharge process will be based on length of service and the number of days spent in combat. The General Staff of the Armed Forces of Ukraine will develop a special tool to determine the timing of discharges.<\/p>\n<div class=\"news-summary-box\">\n<div class=\"summary-title\">Briefly about the main points<\/div>\n<ul>\n<li>The phased demobilisation of military personnel, which is due to begin in 2022, will start in autumn 2026.<\/li>\n<li>The presidential decree will take precedence over contracts signed by the military.<\/li>\n<li>The criteria for discharge are the length of service since 2014 and the number of days spent in combat.<\/li>\n<li>The General Staff of the Armed Forces of Ukraine is to create a calculator to work out the month of discharge.<\/li>\n<li>Those who have been discharged will be granted a six-month deferral from re-conscription.<\/li>\n<\/ul>\n<\/div>\n<h2>The procedure for the discharge of military personnel by presidential decree<\/h2>\n<p>Minister of Defence <strong>Mikhail Fedorov said<\/strong>, that partial <a href=\"https:\/\/ukrmedia.news\/suspilstvo\/reforma-armii-vyplaty-pikhotincjam\/\">discharge of military personnel<\/a>, ...who have been serving since 2022 or earlier will begin in late autumn 2026. The presidential decree will take precedence over contracts signed by military personnel, even if those contracts stipulate a period of service of up to 24 months.<\/p>\n<p>Fedorov clarified that the discharge mechanism would be based on two key criteria: the total length of service since 2014, and the number of days spent directly participating in combat operations. These criteria will make it possible to determine which service personnel will be eligible for discharge by presidential decree.<\/p>\n<h2>Coordination of the process and the role of the General Staff of the Armed Forces of Ukraine<\/h2>\n<p><strong>The dismissal process<\/strong> <strong>will be coordinated by the General Staff of the Armed Forces of Ukraine<\/strong>, which will be based on data regarding each serviceman\u2019s service record and days in active service. For the convenience of servicemen, a special calculator will be created to help them work out the specific month of their discharge.<\/p>\n<p>Fedorov emphasised that the number of servicemen to be discharged each month would depend on the current situation on the front line and any possible <a href=\"https:\/\/ukrmedia.news\/main-news\/zelenskyi-dodatkova-mobilizatsiya-rosiia\/\">the enemy\u2019s mobilisation measures<\/a>. This will ensure a balance between defence requirements and the military\u2019s right to rest and to have prospects for the future.<\/p>\n<h2>Deferral from re-conscription and social safeguards<\/h2>\n<p>Servicemen who are due to be discharged will receive a six-month <a href=\"https:\/\/ukrmedia.news\/suspilstvo\/vidstrochka-nova-sistema-sluzhby-zsu\/\">deferral<\/a> from being called up again. For every day spent taking part in combat operations, this deferral period will be extended by one day. This approach is designed to protect service personnel from having to return to active duty immediately and to support their readjustment after returning from the front line.<\/p>\n<p>Fedorov emphasised that military personnel should not be held hostage by the system, and that this new phase of transformation should offer them hope, financial support and the prospect of demobilisation. He also noted that it would not be possible to demobilise all military personnel at once from 2022, as this would weaken the front line, but that it was important to begin this process as early as
