However, the conditions put forward by the Kremlin have been met with objections from Kyiv.<\/p>\n<p>Briefly about the main points<\/p>\n<div class=\"news-summary-box\">\n<ul>\n<li>Putin has stated that he is ready to hold talks with Ukraine.<\/li>\n<li>The Kremlin cites the Istanbul Agreements as the basis for dialogue.<\/li>\n<li>Russia had previously demanded that the occupied territories be recognised as Russian.<\/li>\n<li>The conditions also included Ukraine\u2019s neutrality and its refusal to join NATO.<\/li>\n<li>Moscow insisted on a reduction in the size of the Ukrainian Armed Forces and an end to Western military aid.<\/li>\n<\/ul>\n<\/div>\n<h2>Putin has spoken out again about peace talks<\/h2>\n<p>During his latest public address <strong>Vladimir Putin<\/strong> stated that Russia remains open to peace talks with Ukraine. According to him, the provisions discussed by the parties could form the basis for any potential agreements <a href=\"https:\/\/ukrmedia.news\/politics\/rf-gotova-vidnovyty-stambulski-perehovory-ukraina\/\">during the talks in Istanbul<\/a>. This is not the first time the Kremlin has referred to this format as the basis for a potential settlement of the war.<\/p>\n<h2>What conditions had Russia previously set?<\/h2>\n<p>During the previous rounds of negotiations, Moscow put forward a number of demands on Ukraine. These included:<\/p>\n<ul>\n<li data-section-id=\"19ybq34\" data-start=\"1416\" data-end=\"1535\">the recognition of Crimea and the occupied parts of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions as Russian territory;<\/li>\n<li data-section-id=\"1ck3qrm\" data-start=\"1536\" data-end=\"1608\">the complete withdrawal of Ukrainian troops from territories which the Russian Federation considers to be its own;<\/li>\n<li data-section-id=\"1gbu28g\" data-start=\"1609\" data-end=\"1682\">the consolidation of Ukraine\u2019s neutral status and the renunciation of <a href=\"https:\/\/ukrmedia.news\/politics\/ryutte-rosiya-veto-nato-ukrayina\/\">NATO membership<\/a>;<\/li>\n<li data-section-id=\"oai36p\" data-start=\"1683\" data-end=\"1744\">a reduction in the size and capabilities of the Armed Forces of Ukraine;<\/li>\n<li data-section-id=\"1oz3ivx\" data-start=\"1745\" data-end=\"1817\">the cessation of supplies of Western weapons and intelligence support;<\/li>\n<li data-section-id=\"igb16h\" data-start=\"1818\" data-end=\"1872\">the lifting of martial law and <a href=\"https:\/\/ukrmedia.news\/politics\/zarplata-pihotincya-mobilizaciya-fedorov\/\">completion of mobilisation<\/a>;<\/li>\n<li data-section-id=\"lpyx2r\" data-start=\"1873\" data-end=\"1915\">the holding of nationwide elections;<\/li>\n<li data-section-id=\"uo902u\" data-start=\"1916\" data-end=\"1953\">expanding the status of the Russian language;<\/li>\n<li data-section-id=\"1sr65iq\" data-start=\"1954\" data-end=\"1997\">waiver of claims for reparations;<\/li>\n<li data-section-id=\"1y65q84\" data-start=\"1998\" data-end=\"2053\">the gradual lifting of international sanctions against Russia.<\/li>\n<\/ul>\n<h2>Kyiv had previously rejected such conditions<\/h2>\n<p>The Ukrainian authorities have repeatedly stated that they will not consider any settlement options that involve the loss of territory or restrictions on the state\u2019s sovereignty. The Ukrainian government also insists on retaining the right to determine its own foreign and defence policies. <a href=\"https:\/\/ukrmedia.news\/politics\/model-prypynennia-vohniu-stoimo-de-stoimo\/\">The issue of the occupied territories<\/a> and security guarantees remain among the main stumbling blocks in any potential negotiations.<\/p>\n<h2>Why it matters<\/h2>\n<p>Putin\u2019s statement regarding his readiness for negotiations came against the backdrop of ongoing hostilities and diplomatic discussions on possible ways to end the war. At the same time, the conditions previously proposed by the Kremlin as a basis for an agreement remain unacceptable to Ukraine and its Western partners, as they entail significant concessions on
