However, humanity has proved to be completely unprepared for what lies ahead in the near future.<\/p>\n<p data-path-to-node=\"4\">Today, military decisions are made faster than the human mind can comprehend, and the time available to implement them has been reduced from hours to a matter of seconds. A new golden rule has emerged on the battlefield: <b data-path-to-node=\"4\" data-index-in-node=\"198\">The side that controls the data flow controls the course of the war.<\/b><\/p>\n<h2 data-path-to-node=\"6\">Autopilot in war: the end of the human factor<\/h2>\n<p data-path-to-node=\"7\">Imagine a soldier on the battlefield. He spots an enemy target, analyses the situation, considers a course of action and its consequences, and then reacts. These critically important moments in the human cognitive process \u2014 moments that determine matters of life and death \u2014 are now being relentlessly shortened.<\/p>\n<p data-path-to-node=\"8\">When this cycle begins to operate faster than a human opponent is capable of thinking, the human is effectively excluded from the decision-making process. Combat operations switch to autopilot.<\/p>\n<p data-path-to-node=\"9\">We are already seeing this cycle at work in the case of Iran, as well as during the war in Ukraine, which has been ongoing for the past four years. A fundamental restructuring of military power is taking place before our very eyes, whilst most of the institutions responsible for managing it still think in terms of the last century.<\/p>\n<p data-path-to-node=\"10,0\"><b data-path-to-node=\"10,0\" data-index-in-node=\"0\">Historical background:<\/b><\/p>\n<p data-path-to-node=\"10,1\">For decades, military strategists have viewed war through the concise lens of the OODA cycle: <i data-path-to-node=\"10,1\" data-index-in-node=\"97\">observation, orientation, decision, action<\/i>. This routine was elegant and ruthless. The side that moves through this cycle more quickly forces its opponent to constantly be playing catch-up.<\/p>\n<p data-path-to-node=\"11\">In the 20th century, the \u00abbottleneck\u00bb in this cycle was human thinking. How quickly could analysts process intelligence? How swiftly could commanders coordinate a response? These limitations determined the pace of the conflict. AI has completely removed this barrier. What remains is an advantage in speed that no human institution, legal framework or command structure is capable of matching.<\/p>\n<h2 data-path-to-node=\"13\">A Ukrainian precedent: dominance in decisions<\/h2>\n<p data-path-to-node=\"14\">Ukraine has become the first large-scale example of this concept in action, building its own data advantage from scratch. Since 2022, a single Ukrainian non-governmental organisation has collected over 2 million hours of video footage from combat drones, storing between 5 and 6 terabytes of new data from the active combat zone every day.<\/p>\n<p data-path-to-node=\"15\">This data was used to retrain the models <a href=\"https:\/\/ukrmedia.news\/analitika\/shi-drony-ukrayiny-zminyuyut-hid-viyny-proty-rosiyi\/\">AI<\/a> for identifying and engaging targets in real combat conditions. The results proved to be stunning:<\/p>\n<ul data-path-to-node=\"16\">\n<li>\n<p data-path-to-node=\"16,0,0\"><b data-path-to-node=\"16,0,0\" data-index-in-node=\"0\">96% losses<\/b> The proportion of the Russian army\u2019s battlefield losses in certain months was attributable to drones.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"16,1,0\"><b data-path-to-node=\"16,1,0\" data-index-in-node=\"0\">Over 240,000<\/b> Russian soldiers were killed or seriously wounded by Ukrainian drones in 2025 alone.<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"17\">In military circles, this phenomenon is known as <b data-path-to-node=\"17\" data-index-in-node=\"44\">\u00abdominance in decision-making\u00bb<\/b>\u00a0\u2014 the ability to analyse vast, chaotic streams of data from sensors and act on them more quickly and reliably than the enemy. The side that achieves this does not merely fight better \u2014 it completely dictates the terms of the game.<\/p>\n<h3 data-path-to-node=\"18\">The hidden arms race<\/h3>\n<p data-path-to-node=\"19\">Data pipelines are the real battleground of modern competition. Military platforms (tanks, aeroplanes, missiles) are visible. Training datasets are not.<\/p>\n<ul data-path-to-node=\"20\">\n<li>\n<p data-path-to-node=\"20,0,0\">Who has gathered more data on the actual conflict?<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"20,1,0\">Who labelled them correctly?<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"20,2,0\">Who was constantly retraining the models in line with the changing conditions on the battlefield?<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"21\">It is precisely these issues that will determine the outcome of wars in the coming decade.<\/p>\n<p data-path-to-node=\"22\">China understands this. Russia is learning this the hard way in Ukraine. The United States has institutional advantages in AI infrastructure, but faces a structural problem: its data collection and model development cycles still operate predominantly within bureaucratic procurement procedures designed for hardware rather than software. This mismatch will only become more pronounced in the coming years.<\/p>\n<h2 data-path-to-node=\"24\">Speed versus wisdom: a legal and moral crisis<\/h2>\n<p data-path-to-node=\"25\">However, speed is not the same as wisdom, and this is an extremely important distinction. When decision-making cycles are compressed to the speed of machines, the legal and moral architecture of warfare comes under a colossal structural strain for which it was never designed. A system optimised for time compression will, in real-world operations, inevitably compress the human element of control as well.<\/p>\n<p data-path-to-node=\"26\">The greatest cause for concern is that the international community is well aware of what is happening, but still does not know how to respond. Such an ambivalent attitude is dangerous. The lack of clear regulatory rules means that, under pressure from circumstances, accountability is simply eroded. Whether or not specific cases can be verified is no longer relevant \u2014 the systemic risk is real, and it will recur in every future conflict where such technologies are deployed on a massive scale.<\/p>\n<h2 data-path-to-node=\"28\">Lessons for the future<\/h2>\n<p data-path-to-node=\"29\">The next military power to suffer a crushing defeat on the battlefield will be a state that decides its institutional experience and physical strength are sufficient to compensate for its lack of data infrastructure. This advantage remains invisible until it suddenly and decisively makes itself felt.<\/p>\n<p data-path-to-node=\"30\">Countries and institutions that view this not as a challenge to the procurement system, but as a fundamental rethinking of how information flows, decision-making takes place and accountability is ensured, will shape the future world order.<\/p>\n<p data-path-to-node=\"31\">Governments must invest in data infrastructure with the same sense of urgency as they do in weapons development, and establish a regulatory framework before, rather than during, the next conflict. We must honestly acknowledge that, once decision-making cycles reach machine speed, the link between intelligence, action and accountability will snap under the strain. To prevent this, bold and proactive global governance is required.<\/p>\n<p data-path-to-node=\"32\">Those who fail to understand this will always be one decision-making cycle behind.
