The Russian Federation is in active negotiations with Kazakhstan regarding the urgent import of motor fuel. According to the international news agency Reuters, Moscow plans to purchase at least 50,000 tonnes of AI-92 petrol. This move is an extraordinary step for a country traditionally regarded as one of the largest exporters of energy resources, and is prompted by massive losses in the oil refining sector.<\/p>\n
The main reason is fuel shortage<\/a> In Russia, critical damage to infrastructure has been caused by systematic drone attacks on oil refineries<\/a> (oil refineries) in the central regions of the country. As of the end of June 2026, the shutdown of several large facilities had led to a reduction in petrol production of approximately 25% on an annualised basis. In order to at least partially meet market demand, the Russian government decided to allow refineries to produce petrol and diesel with lower environmental and quality standards.<\/p>\n The Kazakhstani \u00abKondensat\u00bb plant could have been one of the suppliers, but it relies on Russian feedstock from the \u00abTANECO\u00bb plant, which halted processing on 12 June following yet another drone attack. Industry analysts note that Kazakhstan has relatively limited production capacity compared to Russia, so these volumes will not be able to fully make up for the shortfall. Furthermore, the Atyrau refinery will be shut down for scheduled maintenance from 26 June to 20 July, which will significantly limit Astana\u2019s available reserves.<\/p>\n The Kremlin is considering a fuel barter deal: Kazakhstan may agree to supply AI-92 petrol in exchange for Russian aviation fuel, as the country expects to face a kerosene shortage in July due to the peak holiday season. In addition to negotiations with neighbouring countries, the Russian government is attempting to stabilise the situation through other radical measures. These include imposing a total ban on diesel exports, as well as launching large-scale imports of petrol by sea, which is a unique precedent for the Russian fuel sector.<\/p>\n At the same time, according to monitoring sources, restrictions on the sale of fuel or actual shortages at petrol stations have already been reported in more than 50 regions of the Russian
