Whilst Ukrainian precision strikes on military installations, logistics hubs and air defence systems in occupied Crimea are reaching peak effectiveness, no less intriguing developments are unfolding deep within Russian territory. On 26 June, Alexander Lukashenko made an emergency, unannounced visit to Vladimir Putin\u2019s private residence in Valdai. The one-on-one meeting concluded without any official statements to the press, which in diplomatic terms can mean only one thing: the talks were extremely difficult, and the compromises were fragile.<\/p>\n<p data-path-to-node=\"4\">This analysis reveals the strategy behind the Kremlin\u2019s conspicuous disregard for Crimea\u2019s losses and the complex geopolitical game Minsk is attempting to play, whilst balancing between Kyiv\u2019s ultimatums and pressure from Moscow.<\/p>\n<h2 data-path-to-node=\"6\">The phenomenon of Putin\u2019s \u00absilence\u00bb on Crimea: strategy or powerlessness?<\/h2>\n<p data-path-to-node=\"7\">Crimea, which in 2014 was proclaimed the main \u00absacred bulwark\u00bb of Putin\u2019s regime and a \u00abred line\u00bb, has become an area subject to regular and unpunished artillery strikes. The destruction of the S-400 systems, <a href=\"https:\/\/ukrmedia.news\/analitika\/krymskyi-kolaps-analityka\/\">attack on the Kerch Bridge<\/a>, the decommissioning of the remnants of the Black Sea Fleet and the threat of the peninsula\u2019s complete socio-economic isolation (including shortages of basic foodstuffs in supermarkets) elicit only one response from the Kremlin \u2014 an information vacuum.<\/p>\n<p data-path-to-node=\"8\"><strong>Putin<\/strong> deliberately ignores these attacks for several strategic reasons:<\/p>\n<ol start=\"1\" data-path-to-node=\"9\">\n<li>\n<p data-path-to-node=\"9,0,0\"><b data-path-to-node=\"9,0,0\" data-index-in-node=\"0\">Debunking the myth of \u00abinvincibility\u00bb and the nuclear bluff.<\/b> To acknowledge that Ukraine is systematically destroying its military infrastructure <a href=\"https:\/\/ukrmedia.news\/viyna\/sbu-urazila-ppo-ta-aerodromy-v-krymu\/\">in Crimea<\/a> with Western and its own weapons \u2014 would be tantamount to admitting the helplessness of Russia\u2019s air defence. Since the \u00abnuclear response over Crimea\u00bb \u2013 with which Moscow has been threatening the world for years \u2013 never materialised, it is more advantageous for Putin to pretend that \u00abeverything is going according to plan\u00bb than to demonstrate the weakness of his main geopolitical argument.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"9,1,0\"><b data-path-to-node=\"9,1,0\" data-index-in-node=\"0\">A shift in priorities towards exhaustion.<\/b> Crimea for the Kremlin <a href=\"https:\/\/ukrmedia.news\/main-news\/ukrayina-pozbavlyaye-rosiyu-platsdarmu-v-krymu\/\">ceased to be a springboard<\/a> for an offensive; at present, it is a costly endeavour to hold a besieged fortress. Putin is focused on attempts to break through the front line in the Donbas and the Kharkiv region, as well as on promoting his \u00abpeace initiatives\u00bb based on the 2022 Istanbul Agreements. Admitting the disaster in Crimea undermines his negotiating position, where he is attempting to act as the dictator of terms.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"9,2,0\"><b data-path-to-node=\"9,2,0\" data-index-in-node=\"0\">The economics of the war against Crimean tourism.<\/b> The occupying authorities tried right up to the last moment to pretend that \u00ab<a href=\"https:\/\/ukrmedia.news\/viyna\/zuby-drakona-krym-plyazhi-oborona-rf\/\">the 2026 holiday season<\/a>\u00bbIt will happen. Putin cannot afford to let panic spread amongst the Russian population, as the regime\u2019s internal stability rests on the illusion that the war is \u00absomewhere far away\u00bb and does not affect the daily lives of Russian citizens.\".<\/p>\n<\/li>\n<\/ol>\n<h2 data-path-to-node=\"11\">Lukashenko\u2019s cunning manoeuvre: between Zelenskyy\u2019s ultimatum and Putin\u2019s trap<\/h2>\n<p data-path-to-node=\"12\">A surprise visit <strong>Lukashenko<\/strong> The Valdai meeting on 26 June was a direct result of Kyiv\u2019s tough and effective diplomatic manoeuvre.<\/p>\n<h3 data-path-to-node=\"13\">Background: The ultimatum of 19 June<\/h3>\n<p data-path-to-node=\"14\">19 June, the President of Ukraine <strong>Volodymyr Zelenskyy<\/strong> put forward to Lukashenko <a href=\"https:\/\/ukrmedia.news\/main-news\/zelenskyi-vymahaie-demontazh-retransliatoriv\/\">a one-week ultimatum<\/a>: to remove from Belarus\u2019s border areas the relay stations and masts that the Russian military had been using to correct the course of and guide \u00abShahed\u00bb kamikaze drones towards Ukrainian cities. In the event of refusal, Ukraine reserved the right to destroy these facilities by force of arms.<\/p>\n<p data-path-to-node=\"15\">Lukashenko, realising the very real threat of hostilities spilling over into Belarusian territory, agreed to a covert compromise. As early as 22 June, the relay stations had ceased to function, as confirmed by Ukrainian intelligence. Moreover, on 25 June, Lukashenko publicly admitted that he had secretly met with representatives of Zelenskyy in Minsk, where he told them: <i data-path-to-node=\"15\" data-index-in-node=\"328\">\u00abTell your president: if he thinks he can talk to us like that\u2026 the nature of the war will change in an instant\u00bb<\/i>. However, a de facto capitulation to Kyiv\u2019s technical demands has already taken place \u2014 <strong>Drones have stopped flying over Belarus<\/strong>.<\/p>\n<h3 data-path-to-node=\"16\">The Valdai visit: an attempt to justify oneself to Putin<\/h3>\n<p data-path-to-node=\"17\">It was precisely the implementation of the Ukrainian ultimatum that forced Lukashenko to fly to Valdai at short notice. Putin very rarely receives foreign leaders at his private residence, where he lives with his family, which underlines the urgency and the closed nature of the meeting.<\/p>\n<p data-path-to-node=\"18\">What does Minsk\u2019s \u00abcunning manoeuvre\u00bb consist of at this stage?<\/p>\n<ul data-path-to-node=\"19\">\n<li>\n<p data-path-to-node=\"19,0,0\"><b data-path-to-node=\"19,0,0\" data-index-in-node=\"0\">Sabotage of direct participation in the war:<\/b> The day before the visit, Lukashenko pointedly met with the Russian ambassador <strong>Boris Gryzlov<\/strong> and called for \u00abBelarus not to be dragged into the war\u00bb. At Valdai, the Belarusian dictator tried to sell the shutdown of Russian relay stations to Putin as a \u00abdefence against a large-scale attack by Ukraine\u00bb, which could allegedly have dragged Belarus into the conflict at an inopportune moment for Moscow.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"19,1,0\"><b data-path-to-node=\"19,1,0\" data-index-in-node=\"0\">Economic blackmail in exchange for loyalty:<\/b> Whilst Belarus continues to build border infrastructure (roads and fuel depots for the Russian Armed Forces, as mentioned <a href=\"https:\/\/ukrmedia.news\/viyna\/zelensky-belorussia-threats\/\">stated<\/a> (Ukrainian intelligence), Lukashenko is demanding that Putin provide new subsidies and loans and plug the gaps in the budget within the framework of the \u00abUnion State\u00bb. His tactic is to promise \u00abeternal loyalty and integration\u00bb, whilst doing everything possible to ensure that the Belarusian army does not cross the border.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"19,2,0\"><b data-path-to-node=\"19,2,0\" data-index-in-node=\"0\">Seeking contacts with the West and Kyiv:<\/b> Lukashenko is terrified of ending up in the dock alongside Putin. Lukashenko, taking advantage of the Kremlin\u2019s powerlessness, is playing his own game: he is demonstrating to Kyiv his willingness to compromise in order to save his own skin, whilst selling his \u00abgeopolitical loyalty\u00bb to Putin for billions of oil-rubles. However, the frosty reception at Valdai, with no final communiqu\u00e9, suggests that the room for manoeuvre in Minsk is rapidly
