In particular, the head of security at Penitentiary No. 7 in Pankino <strong>Alexey Khavetsky<\/strong> is named as the organiser of the torture.<\/p>\n<p>FSB officer <strong>Yan Zanevsky<\/strong>, according to the EU, is implicated in the arbitrary detention and torture of civilians in the occupied territories of the Kherson, Mykolaiv and Zaporizhzhia regions. Taganrog Remand Centre No. 2, which has been subject to sanctions, is mentioned in connection with the death of journalist Viktoria Roshchina.<\/p>\n<p>Hundreds of Ukrainians were held at Colony No. 10 in Udarnoye; those released from there reported systematic abuse, torture and denial of medical care.<\/p>\n<h2>The EU\u2019s response and next steps<\/h2>\n<p>The EU Council\u2019s statement emphasises its firm <a href=\"https:\/\/ukrmedia.news\/world\/brat-filatova-nagoroda-rf-katuvannia-ukraintsiv\/\">condemnation of torture<\/a>, inhuman treatment and the killing of Ukrainian prisoners of war and civilian hostages. The EU calls for independent observers, in particular the International Committee of the Red Cross, to be granted unhindered access to all detainees.<\/p>\n<p>The European Union emphasises the need to ensure accountability for serious violations of international humanitarian law.
