According to GMK Center\u2019s calculations, compared with exports in 2025, Ukraine could lose 1.3\u20131.6 million tonnes of shipments and up to around $1.1 billion in foreign exchange earnings per year. This is an industry estimate, not an official forecast by the EU or the government.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The EU\u2019s new tariff quota regime came into force on 1 July 2026.<\/li>\n<li>Ukraine has preferential, but quota-restricted, access to the European market.<\/li>\n<li>Outside the available quotas, an additional duty of 50% applies.<\/li>\n<li>GMK Center estimates that supplies could fall by 1.3\u20131.6 million tonnes.<\/li>\n<li>A review of the quotas is possible, but the current rules do not guarantee this for Ukraine.<\/li>\n<\/ul>\n<\/div>\n<h2>The new regime has replaced the previous protective measures<\/h2>\n<p>EU Regulation <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2026\/1384\/oj\/eng\" target=\"_blank\" rel=\"noopener\">2026\/1384<\/a> It came into force on 25 June, and the new system came into effect on 1 July. It provides for the duty-free import of 18,345,922 tonnes of steel per year across 26 product categories. An additional duty of 50% has been imposed on imports exceeding the quotas.<\/p>\n<p>The EU\u2019s previous safeguard measures on steel had been in place since 2018 and were due to expire on 30 June 2026. In 2025, the European Union extended the suspension of these measures for Ukraine; however, the new instrument has a different legal basis. Therefore, this decision did not mean that Ukrainian steel was automatically exempt from the new quotas.<\/p>\n<h2>The war years formed the basis for calculating the limits<\/h2>\n<p>The European Commission has allocated <a href=\"https:\/\/ukrmedia.news\/economics\/polshcha-nazvala-vstup-ukrayiny-do-yes-zagrozoyu-dlya-fermeriv\/\">national quotas<\/a>, based primarily on the share of imports into the EU in 2022\u20132024. A country-specific quota is allocated to suppliers whose share of imports of a particular type of steel was at least 5%.<\/p>\n<p>For Ukraine, this period coincided with a sharp wartime decline in production and exports. According to the GMK Centre, the quotas established on this basis are significantly lower than the actual volumes of exports in 2025, when the sector began to recover. This suggests that the mechanism entrenches the weaker trade figures recorded during the war.<\/p>\n<h2>Quotas are not an absolute limit on supplies<\/h2>\n<p>Ukraine has not been granted a full exemption from the scheme, but it is not limited to individual quotas. As an EU partner under the free trade agreement, it is also eligible for a share of the competitive quotas available to this group of countries.<\/p>\n<p>The quotas are administered on a quarterly basis, and any unused volumes during the period from 1 July 2026 to 30 June 2027 may be carried over to the following quarter. Consequently, Ukrainian exporters\u2019 actual access will depend not only on national quotas, but also on demand from other suppliers for the remaining competitive volumes, the rate at which quotas are filled, and demand from European buyers.<\/p>\n<p>\u00abMetinvest has stated that it is assessing the impact of the measures on exports to Europe. The company believes that competition for the remaining quotas is making it difficult to secure commercially viable shipments.<\/p>\n<h2>The industry proposes that the review of quotas be taken to the negotiating table<\/h2>\n<p>According to GMK Center\u2019s estimates, the new restrictions could result in an annual loss of 1.3\u20131.6 million tonnes of exports and up to approximately $1.1 billion in foreign exchange earnings. This scenario depends on prices, the composition of goods, the ability to switch to other markets, the use of competitive quotas and buyers\u2019 willingness to pay the duty.<\/p>\n<p>Industry representatives are calling on the government to make the review of quotas one of the issues for negotiation with the European Commission. The regulation stipulates that the Commission must take into account the situation of a candidate country facing an exceptional and urgent security situation, which previously enjoyed preferential market access. In its decision on the allocation of quotas, the Commission noted that Ukraine should receive a more favourable allocation than other partners under free trade agreements.<\/p>\n<p>At the same time, the mechanism does not guarantee a review of Ukraine\u2019s quotas. The Commission may adjust the total volume of quotas within the range of 14.4 million to 22.2 million tonnes, taking into account, in particular, demand, the structure of imports, global overcapacity and the availability of steel to processors.
