According to Interfax-Ukraine, it was supported by 309 MPs. The bill provides for additional safeguards; however, in the parliamentary register, its status is listed as \u00abawaiting signature\u00bb.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Bill No. 15225 was supported by 309 MPs.<\/li>\n<li>Annual leave will amount to 15 calendar days, subject to certain conditions.<\/li>\n<li>Provision is made for leave following captivity and sick leave.<\/li>\n<li>Under certain medical circumstances, a transfer to another department may be possible.<\/li>\n<li>The final text of the law and its date of entry into force have not yet been published.<\/li>\n<\/ul>\n<\/div>\n<h2>What guarantees does the adopted version provide for?<\/h2>\n<p>The committee\u2019s draft, which was endorsed by parliament, establishes an annual basic leave entitlement of 15 calendar days for this category of contract personnel. Entitlement to this leave arises after at least one year of contract service and the completion of the statutory period of administrative supervision. Leave is granted at the commander\u2019s discretion.<\/p>\n<p>The uninterrupted portion of the leave must be at least 10 days. During leave, financial and material allowances are maintained, and a health allowance equivalent to one month\u2019s financial allowance is provided. No more than 30% of the personnel of the relevant unit may be on leave at any one time.<\/p>\n<p>Leave is also provided for on the grounds of family circumstances or other valid reasons \u2014 up to 10 calendar days. Service personnel released from captivity will be able to take additional leave following their captivity at their own discretion.<\/p>\n<h2>Treatment, pregnancy and transfer<\/h2>\n<p>The changes provide for sick leave for medical treatment following illness, injury, concussion, trauma or disability \u2014 subject to the decision of a military medical board. Such leave may be granted at a healthcare facility, at the place of service or at the place of residence, if the commander so decides.<\/p>\n<p>Maternity leave is expressly provided for female military personnel in this category. However, the committee\u2019s draft currently available does not contain a separate provision on childcare leave, which was included in the original draft. Consequently, the adopted text does not currently guarantee such leave.<\/p>\n<p>Transfers are dealt with separately. If <a href=\"https:\/\/ukrmedia.news\/suspilstvo\/vlk-zmenshyla-spysok-khvorob-neprydatnist\/\">VLC<\/a> deems a serviceman fit for service in support units, the TCC and SP, or in training, medical, logistical, signals, security or similar units, but there is no suitable post available in a specialised unit, at the person\u2019s request, a transfer to another unit of the Armed Forces of Ukraine is possible.<\/p>\n<h2>New grounds for dismissal from service<\/h2>\n<p>The draft bill expands the list of grounds for terminating a contract or dismissing a service member. These include unfitness or temporary unfitness as determined by the Medical Examination Commission, as well as disability resulting from a service-related injury or illness, if the service member does not wish to continue their service.<\/p>\n<p>The same right is provided for following release from captivity on the grounds of unwillingness to continue service. Other grounds cited include a new conviction resulting in imprisonment or restriction of liberty, the end of a special period, or demobilisation.<\/p>\n<h2>Special conditions of service remain in force<\/h2>\n<p>The scheme for the conditional early release of prisoners for contract service was introduced in 2024. The authors of the bill <a href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/Card\/69984\" target=\"_blank\" rel=\"noopener\">No. 15225<\/a> The explanatory note stated that, since then, more than 12,000 people from penal institutions have joined the Armed Forces of Ukraine.<\/p>\n<p>The adopted document does not abolish the model of specialised units. Once administrative supervision has been completed and after at least one year of service, a contract soldier may serve in other units of the Armed Forces of Ukraine. Early transfer is possible only in cases specified by law, relating to health reasons or the unavailability of a suitable post.<\/p>\n<p>Consequently, the parliament\u2019s decision significantly expands the social guarantees for this group, but does not establish full automatic parity with other military personnel: in particular, leave is subject to special conditions and is shorter than the standard 30-day period.<\/p>\n<h2>What else needs to be determined<\/h2>\n<p>The Ministry of Defence, the Commander-in-Chief of the Armed Forces of Ukraine and the Office of the Military Ombudsman have backed the draft, the relevant committee reported. At the same time, the Ministry of Finance highlighted potential additional budgetary expenditure, in particular for compensation for unused leave and severance payments, but the exact amount of this expenditure has not been calculated.<\/p>\n<p><strong>As of 14 July, card No. 15225 shows the status \u00abawaiting signature\u00bb<\/strong>.
