This was reported on Facebook by Serhiy Beskrestnov, an adviser to the Minister of Defence, known by the call sign \u00abFlash\u00bb. He did not specify how this data is obtained, emphasising that Ukraine should not know exactly how its partners obtain it.<\/p>\n<p>At the same time, the adviser suggested that the main sources are satellite surveillance of launch sites and a system that records the fact of the launch itself. This highlights the importance of the speed at which initial information is transmitted for the purposes of alerting the public.<\/p>\n<h2>A few minutes\u2019 notice<\/h2>\n<p>Beskrestnov stated that a ballistic missile reaches Kyiv in 2\u20134 minutes. Within such a short timeframe, the possibilities for receiving, transmitting and processing the signal are significantly limited.<\/p>\n<p>He pointed out that any malfunction causes a delay. Since, as he put it, there are no perfect systems, technical faults can result in the air-raid siren sounding late.<\/p>\n<h2>Why is an alarm raised without the system being activated?<\/h2>\n<p>A separate scenario is when an alert is issued but the rocket is not launched. The adviser explained that satellites may detect activity at the launch sites prior to launch, but the rocket itself may not be launched for various reasons.<\/p>\n<p>As an example, he cited false alarms regarding \u00ab<a href=\"https:\/\/ukrmedia.news\/analitika\/shcho-take-raketa-oreshnik-analiz\/\">Oreshnika<\/a>\u00bb.
