The campaign focused on combating the illegal cultivation, manufacture and sale of drugs.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The National Police launched Operation \u00abGentlemen\u00bb in August 2025.<\/li>\n<li>Over the course of the year, law enforcement officers seized more than 800 kg of cannabis.<\/li>\n<li>The police reported that more than 36,000 cannabis and poppy plants had been destroyed.<\/li>\n<li>As part of the campaign, 55 notices of suspicion were served.<\/li>\n<li>In September, the focus of the operation shifted to the seizure of finished goods.<\/li>\n<\/ul>\n<\/div>\n<h2>The two public stages of the campaign<\/h2>\n<p>The first publicly announced phase of the operation took place on 5\u20136 August 2025 across 20 regions. According to police reports, around 130 searches were carried out, four clandestine laboratories were dismantled, over 21,000 cannabis and opium poppy plants were destroyed, and 57 kg of cannabis were seized. Fourteen people were served with notices of suspicion, and nine were arrested.<\/p>\n<p>In September, the National Police announced the second phase of the operation in 23 regions. Law enforcement officials reported over 150 searches, the destruction of more than 15,000 plants and the seizure of 740 kg <a href=\"https:\/\/ukrmedia.news\/suspilstvo\/na-ternopilshchyni-vykryly-narkokartel\/\">cannabis<\/a>, 15 kg of alpha-PVP, products containing tetrahydrocannabinol, equipment, weapons and ammunition. At that point, 38 people had been charged.<\/p>\n<h2>From sowing to wholesale<\/h2>\n<p>The evidence from the second phase indicates that the investigators were not only dealing with illegal crops. The police reported that they had uncovered networks involving cultivation, production and planned wholesale distribution across regions.<\/p>\n<p>In particular, in Volyn, according to law enforcement officials, a group was producing food products containing THC. In the Vinnytsia and Cherkasy regions, there were reports of groups growing cannabis and planning to sell it in large quantities.<\/p>\n<h2>Police assessments and legal liability<\/h2>\n<p>During the August operation, the police estimated the potential volume of finished drug products at 4.2 tonnes, and the potential illegal proceeds at over 200 million hryvnias. According to law enforcement estimates, the September operations prevented around 3.7 tonnes of prohibited substances, with a potential profit of over 185 million hryvnias, from entering the black market. These are calculations by the National Police, not the amount of profit established by the court.<\/p>\n<p>The classification depends on the role of each person involved and the evidence in the specific case. The sale of drugs by an organised group or on a particularly large scale, in particular under Part 3 <strong><em>Article 307 of the Criminal Code<\/em><\/strong>, may carry a prison sentence of up to 12 years with confiscation of property. The unlawful sowing or cultivation of poppies or cannabis is dealt with separately under <em><strong>Article 310 of the Criminal Code of Ukraine<\/strong><\/em>.<\/p>\n<h2>Medical cannabis does not legalise illicit trafficking<\/h2>\n<p>The legalisation of medical cannabis in Ukraine does not extend to recreational use or unauthorised cultivation. According to the Ministry of Health, the distribution of medical cannabis is monitored via an electronic state register, and its use for purposes other than medical or scientific ones remains prohibited.<\/p>\n<p>A comparison of the two stages of the operation reveals a shift in focus: in September, the quantity of ready-to-use cannabis seized was significantly greater than in August.
