From 1 January 2027, salaries for most posts will rise by 70%, the Ministry of Economy has announced. For employees whose salaries are already calculated using a multiplier of up to 1.3 inclusive, a 40% increase is provided for.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The new rules on remuneration will come into force on 1 January 2027.<\/li>\n<li>Most salaries for cultural sector posts will be increased by 70%.<\/li>\n<li>For salaries with a coefficient of up to 1.3, an increase of 40% has been set.<\/li>\n<li>The changes affect more than 118,000 cultural workers.<\/li>\n<li>The government has described the decision as the first stage of the pay reform.<\/li>\n<\/ul>\n<\/div>\n<h2>Who is affected by the government decree?<\/h2>\n<p>The decision is set out in Cabinet of Ministers Resolution No. 951 of 15 July 2026, \u00abCertain Issues Relating to the Remuneration of Employees of State and Municipal Cultural Institutions\u00bb. It will apply to posts whose pay grades are set out in Annexes 2\u20134 to the resolution on the Unified Pay Scale.<\/p>\n<p>The government specifically mentioned staff at the Ukrainian Cultural Foundation and the Ukrainian Book Institute. According to the government, <strong>The changes affect more than 118,000 cultural workers<\/strong> across the country.<\/p>\n<h2>Why the pay rise will not be the same for everyone<\/h2>\n<p>The 70% increase relates specifically to basic salaries or pay scales. This does not mean that each employee\u2019s total earnings will increase by the same percentage: these may include allowances, supplements, bonuses and other payments.<\/p>\n<p>For employees whose salary is already set with a multiplier of up to 1.3 inclusive, the government has adopted a different approach \u2014 increasing their salary by 40%. The resolution therefore provides for at least two basic levels of increase.<\/p>\n<h2>Local authorities were advised to adopt new approaches<\/h2>\n<p>The Cabinet of Ministers has recommended that local authorities adopt new approaches to <a href=\"https:\/\/ukrmedia.news\/vazhlyvo-znaty\/kabmin-onoviv-oplatu-praci-derzhsluzhbovtsiv\/\">remuneration<\/a> in municipal institutions. They were also advised to improve the efficiency of the network of cultural institutions and to allocate the funds thus freed up to salaries.<\/p>\n<p>This means that the implementation of the new rules in the public utilities sector will depend to a large extent on decisions taken at local level.<\/p>\n<h2>The government describes the next step as a new remuneration model<\/h2>\n<p>The Ministry of Economy has described the decision as the first stage of pay reform in the cultural sector. Deputy Prime Minister for Humanitarian Policy \u2014 Minister of Culture <strong>Tetyana Berezhna<\/strong> She stated that the Ministry of Culture and the Ministry of the Economy had been working on a mechanism to increase the rate for the past six months.<\/p>\n<p>According to her, preparations are underway in parallel for the next stage \u2014 a modern, fair and transparent remuneration model.
