The bill proposes to ban the public performance and display of works in the language of the aggressor state, to restrict its use in non-school education, and to increase fines for breaches of the requirements regarding the mandatory use of Ukrainian. As of 17 July, the bill is being considered by the relevant committee.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Bill No. 15412 was registered with the Verkhovna Rada on 15 July.<\/li>\n<li>The bill has not yet been put to a vote at first reading.<\/li>\n<li>It is proposed that public content in the language of the aggressor state be banned.<\/li>\n<li>Fines for language offences could rise to 25,500 hryvnias.<\/li>\n<li>There are calls to ban the language of the aggressor state from extracurricular education.<\/li>\n<\/ul>\n<\/div>\n<h2>What the draft law proposes<\/h2>\n<p>The draft law provides for the addition to the Law \u00abOn Culture\u00bb of a nationwide ban on the public performance, public screening and public display of works performed in the official language of the aggressor state. The same provision applies to sound recordings, video recordings and music videos featuring such performances.<\/p>\n<p>In the current political and legal context, this wording primarily refers to <a href=\"https:\/\/ukrmedia.news\/world\/rosiya-vidreaguvala-na-zakon-zelenskoho-pro-rosiysku-movu\/\">Russian language<\/a>, although the authors of the document used a broader definition. The initiative was tabled by 63 members of parliament, led by <strong>By Mykyta Poturayev<\/strong>, according to the relevant committee of the Verkhovna Rada.<\/p>\n<p>It is also proposed that the use of the official language of an aggressor state be prohibited in the educational process at non-school educational institutions. For private general secondary education institutions, the draft bill provides for the option to choose the language of instruction, but excludes the language of any state that the Verkhovna Rada has recognised as an aggressor or occupier.<\/p>\n<h2>How might administrative penalties change?<\/h2>\n<p>The draft bill proposes to increase the penalties for breaches of the legislation on the mandatory use of the state language. A warning or <strong>a fine of between 6,800 and 17,000 hryvnias<\/strong>, and for a repeat offence within the year \u2014 between 20,400 and 25,500 hryvnias.<\/p>\n<p>These fines are not imposed specifically for any use of the Russian language in everyday life. They relate to breaches of the statutory requirements to use Ukrainian in specified areas. At the same time, the draft bill proposes to introduce a separate provision in the Law \u00abOn Culture\u00bb to prohibit the public performance or display of content in the language of the aggressor state.<\/p>\n<p>At present <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/8073-10#Text\" target=\"_blank\" rel=\"noopener\">Article 188-52<\/a> The Code of Administrative Offences provides for fines, depending on the sector, generally ranging from 3,400 to 6,800 hryvnias or from 3,400 to 5,100 hryvnias. For repeat offences, the applicable penalties range from 8,500 to 11,900 hryvnias; cases are heard by the Commissioner for the Protection of the State Language.<\/p>\n<h2>What other changes does the package include?<\/h2>\n<p>The initiative goes beyond the regulations governing cultural content and education. It proposes extending the obligation to speak and use Ukrainian whilst performing official duties to members of parliament, heads of state scientific and cultural institutions, private contractors, insolvency practitioners and auditors.<\/p>\n<p>Other provisions include the obligation to inform the purchaser, prior to purchasing the software, that it does not have a Ukrainian interface. Furthermore, text in other languages on signs and information boards must not be larger than the Ukrainian text, and it is recommended that a Ukrainian-speaking environment be created in children\u2019s health and leisure centres.<\/p>\n<h2>The bill still has to go through parliamentary scrutiny<\/h2>\n<p>The bill was tabled on 15 July, and on 17 July it was under consideration by the Verkhovna Rada Committee on Humanitarian and Information Policy. A vote on the first reading has not yet taken place, so the proposed restrictions and new levels of sanctions have not yet come into force.<\/p>\n<p>According to a statement by the parliamentary committee, the initiative was drawn up by a working group comprising MPs, representatives of the executive, the language ombudsman, civil society organisations and relevant experts.
