Following this disbursement, total financing under the new programme will amount to approximately $2.2 billion, the IMF announced on 21 July.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The IMF has completed the first review of the EFF programme for Ukraine.<\/li>\n<li>503 million SDRs, or approximately $690 million, have become available to Ukraine.<\/li>\n<li>Total payments under the new programme will rise to $2.2 billion.<\/li>\n<li>Ukraine has met the programme\u2019s quantitative targets for March.<\/li>\n<li>The IMF has agreed on corrective measures and an updated reform timetable.<\/li>\n<\/ul>\n<\/div>\n<h2>The funds are available immediately following the council\u2019s decision<\/h2>\n<p>The new disbursement became available immediately following the decision by the IMF Executive Board. It is the result of the first review of the EFF programme, which the Fund approved on 26 February 2026 for $8.1 billion over a four-year period. At that time, Ukraine immediately received around $1.5 billion.<\/p>\n<p>The programme forms part of a wider international support package totalling $136.5 billion. <a href=\"https:\/\/ukrmedia.news\/economics\/mvf-pereglyad-dopomogy-ukraini\/\">IMF<\/a> sets out its mandate as supporting the balance of payments, macro-financial stability and reforms linked to the country\u2019s recovery and accession to the EU.<\/p>\n<h2>The review took place with adjustments to some of the commitments<\/h2>\n<p>According to the IMF\u2019s assessment, Ukraine has met all the quantitative criteria and indicative targets set for the end of March. However, two structural milestones for the first quarter were achieved late, whilst one was not met.<\/p>\n<p>The Fund also reported that the June target for net international reserves had not been met. The IMF attributed this in part to the consequences of the war <a href=\"https:\/\/ukrmedia.news\/economics\/brent-90-ormuzka-protoka\/\">in the Middle East<\/a>. The Council agreed on corrective measures and a revised reform timetable, so these delays did not prevent the review from being completed.<\/p>\n<h2>What is the focus of the next stage of reforms?<\/h2>\n<p>The updated agenda covers the reduction of the shadow economy and tax evasion, the improvement of tax administration, and measures to combat the fragmentation of businesses and undeclared employment within the simplified tax system. It also provides for the abolition of the customs VAT exemption for international parcels and a stepped-up fight against transfer pricing.<\/p>\n<p>Other areas include strengthening the institutional capacity of the Economic Security Bureau and the State Customs Service, corporate governance of state-owned enterprises and banks, and anti-corruption infrastructure. The IMF has also set out a roadmap for the gradual liberalisation of the energy market, whilst protecting vulnerable consumers.<\/p>\n<h2>What does the decision on further funding mean?<\/h2>\n<p>Approval of the disbursement means that the programme is continuing despite some delays in meeting the conditions. At the same time, the IMF emphasised the need to accelerate structural reforms, prevent any backsliding and align budget implementation with available financial resources.<\/p>\n<p>The Fund has revised down its forecast for Ukraine\u2019s real GDP growth in 2026 to 1.0\u20131.6%, citing the ongoing Russian war, intensified attacks on critical infrastructure and external shocks. The IMF considers the programme to be funded under both the baseline and adverse scenarios, provided that donor support continues as anticipated.
