The President of Ukraine stated that the parties had also explored other areas of partnership regarding non-offensive military equipment; government and private sector teams will continue to work out the details.

Briefly about the main points

Ukraine has held discussions with Raytheon regarding the production of interceptors for the Patriot system.

The Raytheon team was led by Vice-President Joseph Deantona.

The issue of cooperation had previously been discussed by the Presidents of Ukraine and the US in Ankara.

The technical teams are to finalise the details of the future partnership.

Other areas of the talks concern non-offensive military equipment.

From political agreement to industrial cooperation

The President of Ukraine said that, during his meeting with Raytheon, he thanked the company for its willingness to take the partnership to a new level. This refers to joint production in Ukraine interceptors for the Patriot system — one of the key elements of air defence.

According to him, he discussed this matter with the US President Donald Trump in Ankara. Following that meeting, Zelenskyy stated that the issue of licences for the production of interceptors had been agreed with the US at a political level. The current negotiations with the company may indicate a move towards developing a practical model for such cooperation.

What other details still need to be agreed upon?

There is currently no public information available regarding the final licence agreement, the production site, the launch schedule, production volumes or funding. Nor has the variant of the interceptor that the future cooperation may cover been specified.

On 22 July, executives from Raytheon and Lockheed Martin described discussions regarding the expansion of production for Ukraine as being at an early stage. Tom Laliberte, President of Raytheon Land & Air Defence Systems, said that the company, together with the US government, is assessing the technical feasibility of the options and their suitability for Ukraine’s needs; licensing issues will need to be resolved separately.

Establishing a full production cycle is not an instantaneous process. According to Sergei Beskrestnov, an adviser to the Minister of Defence, this requires documentation, staff training, access to suppliers and the involvement of foreign consultants. The manufacture of some components can take between 12 and 24 months.

Deliveries, servicing and repairs could be the first steps

The short-term outcome of the talks may not be mass production in Ukraine, but rather a deepening of cooperation on maintenance: staff training, approval of documentation, and the repair and maintenance of systems to ensure they remain combat-ready. Ukraine and RTX discussed this approach back in February, alongside the acceleration of missile deliveries.

In April, Raytheon announced a $3.7 billion contract to supply Ukraine with interceptors Patriot GEM-T. The company noted that the COMLOG facility in Schrobenhausen, Germany — a joint venture between Raytheon and MBDA Deutschland — would be involved in carrying out this direct commercial sale and replenishing Ukrainian stocks.

Other areas of partnership

The meeting also focused specifically on non-offensive military equipment. The parties did not disclose the range of equipment, potential contracts or the timeframe for their implementation.

The President of Ukraine has stated that government teams and representatives of the private sector will remain in contact to finalise the agreements. This means the negotiations remain at the working stage: the parties have not announced the start of production or the conclusion of a final agreement.

Ukraine and Raytheon are exploring the joint production of Patriot interceptors.
