According to the parliament’s press office, the new period will last until the end of October. The decision does not introduce a separate wave of conscription, does not alter the age limits for mobilisation, and does not revoke existing deferrals or exemptions.

Briefly about the main points

The new period of general mobilisation begins on 2 August and will last for 90 days.

Parliament has not announced a separate or intensified wave of conscription.

As a general rule, men aged between 25 and 60 who are fit for service are liable for conscription.

Deferrals and reservations remain in place provided that the legal grounds for them remain valid.

«Reserve+» advises you to check the document, its validity and the status of the deferral.

What is the status of the parliamentary decision?

The Verkhovna Rada simultaneously endorsed the extension of martial law and approved the presidential decree extending general mobilisation. The new period will begin on 2 August and will last for 90 days.

As at 24 July, the card shows Draft Bill No. 15402 It is stated that the document has been sent to the President for signature. Once the procedure has been completed, the law will come into force at the same time as the relevant decree.

The wording regarding the extension of the deadline implies that the current legal framework will remain in place. The adopted document does not contain any new age limits, additional categories of conscripts or provisions regarding the termination of deferrals.

Who is affected by the conscription rules?

According to the Ministry of Defence, as a general rule, men aged between 25 and 60 who are liable for military service and have been deemed fit for service are subject to mobilisation, provided they do not have a lawful deferment and are not reserved by their employer.

Men aged 18–24 may only be called up in specific circumstances provided for by law. In particular, this may apply to reserve officers and those who have previously completed compulsory military service. Other citizens in this age group may join the armed forces voluntarily on a contractual basis.

Women who are registered for military service may only be called up on a voluntary basis. The scale of mobilisation measures depends on the needs of the Defence Forces, rather than on a division into publicly defined «waves».

Deferrals and bookings are not automatically cancelled

The start of a new 90-day period does not, in itself, result in the deferral being withdrawn. It remains in force for as long as the legal grounds on which it was granted remain valid.

Booking nor is it the same as a deferral. A deferral relates to personal circumstances specified by law, whereas a reservation is arranged by a company, institution or organisation.

After 2 August, those liable for military service are advised to check on «Reserve+.», and whether their status is shown correctly. The dates on individual entries may depend on the previous mobilisation period or on the documents on the basis of which the deferral was granted. If the status has not been updated, you should contact the authority that granted the deferral, or your employer in the case of a booking.

What information should be updated before August?

Those liable for military service must continue to carry a paper or electronic military registration document, present it upon lawful request by authorised persons, report when summoned by the Territorial Military Registration and Enlistment Office and the Military Medical Commission, and undergo a medical examination by the Military Medical Commission following the relevant referral.

Any changes to your personal details must be reported within seven days. Updating your telephone number, home address or email address is in compliance with military registration requirements and does not result in automatic conscription.

Create an up-to-date electronic military registration document in «Reserve+».

Check the status of your eligibility, deferral or booking.

Ensure that the document does not contain any indication of a breach of military registration rules.

Please verify the details via the app’s available features or with the relevant authority.

The Verkhovna Rada has extended general mobilisation by 90 days from 2 August 2026.
