The Armed Forces of Ukraine, the Ministry of Defence, government bodies, intelligence agencies and special services will be involved in implementing these measures. The decision was discussed following briefings by military and security leaders.

Briefly about the main points

Ukraine has set out the procedure for responding to Russian strikes on infrastructure.

The measures cover the cities, the Odesa region and the maritime corridor.

Yevhen Khmara is preparing a solution for operational enquiries from the departments.

The National Security and Defence Council will update its operating principles and strengthen its internal structure.

The decrees are to be drawn up following meetings in the US next week.

Specific tasks for the front and corps

Commander-in-Chief of the Armed Forces of Ukraine Mikhail Drapaty He reported on the overall situation at the front. During the discussion, particular attention was paid to the areas and tasks requiring the most attention and immediate decisions.

Yevhen Khmara is preparing measures to ensure the prompt implementation of requests made by corps commanders during discussions with them over the past few weeks. Pavlo Palisa and the team at the Office of the President will continue to help coordinate this work.

Drapatoho was appointed Commander-in-Chief 22 July. The President had previously linked the reshuffle of the military leadership to the preparation of a defence strategy, the continuation of corps-level reform and ensuring that commanders’ needs for weapons, drones and equipment were met.

Responding to attacks and defending the maritime corridor

A clear list of measures has been drawn up at all levels — within the Armed Forces of Ukraine, the Ministry of Defence, other government bodies, the intelligence services and the special services — to respond to Russian attacks. The details of these measures are not being disclosed publicly.

The priorities identified include the protection of towns and communities in border and frontline regions, Kyiv and its region, the Odesa region, and the maritime corridor. The focus on the latter also has an economic dimension: Reuters reported on 23 July that shipowners had temporarily suspended the transport of agricultural produce to Black Sea ports due to intensified Russian attacks.

Updating the role of the National Security and Defence Council

The authorities have set out the parameters for future work NSDC and updating the principles governing its operations. The Council’s work will place greater emphasis on internal activities, taking into account the experience Igor Klymenko within the Ministry of Internal Affairs.

The stated aim is to strengthen Ukraine’s resilience and coordination between defence and security bodies, as well as to counter cyber threats from Russia and the activities of criminal networks. A detailed public outline of the NSDC’s new remit has not yet been published.

International and Technology streams

Rustem Umerov will focus on communication with partners, negotiations, promoting security cooperation and developing collaboration between the intelligence communities of Ukraine and its partners. Its tasks also include the implementation of programmes Drone Deals and the Ukrainian anti-ballistic programme «Freya».

The «Drone Deals» format is already in use internationally: on 7 July, Ukraine and Denmark signed an agreement under this format, and the Office of the President reported at the time that nine agreements had been concluded. The technical specifications, budget or timeframe for the ‘Freya’ programme have not been made public.

Taken together, these specific areas point to an attempt to simultaneously combine front-line command, the provision of supplies to corps, technological development and external security diplomacy. This is an editorial interpretation of the allocation of tasks, rather than a description of a formally announced new management model.

Next steps following contacts in the US

Following the scheduled meetings in the United States next week, instructions have been given to prepare decrees for signing. The specific content of these decrees is not specified in the statement.

The day before, the Ukrainian side discussed with US representatives the stepping up of diplomatic efforts, as well as the implementation of agreements concerning licences for the manufacture of missiles for Patriot. This context may be linked to the stated policy of developing security cooperation and the anti-ballistic missile programme.

Ukraine will respond to the Russian Federation’s attacks on its infrastructure with a range of measures involving the Armed Forces of Ukraine, the Ministry of Defence, the intelligence services and the special services.

Україна визначила план відповіді на удари РФ по містах, інфраструктурі, Одещині та морському коридору. Залучать ЗСУ і спецслужби.
[805617
806805
post-25535","post","type-post","status-publish","format-standard","has-post-thumbnail","category-politics","tag-806805
["GET
