The Ministry of Defence plans to tighten controls over the use of body cameras by staff at regional recruitment and social support centres. During mobilisation exercises, video recording must be carried out continuously, and the recordings will be retained for at least 90 days. Members of Parliament have announced that the relevant amendments are being prepared.<\/p>\n

How TCC body cameras should work<\/h2>\n

According to Members of Parliament, the Ministry of Defence is to tighten the requirements for video recording during mobilisation exercises. Representatives of the Territorial Recruitment Centres will be required to use fully functional body cameras at all times whilst carrying out their official duties.<\/p>\n

This refers, in particular, to the inspection of military registration documents<\/a>, the service of summonses and other activities carried out by public information teams. Switching off the camera or interrupting the recording whilst interacting with members of the public is not permitted.<\/p>\n

Current Ministry of Defence guidance<\/a> already regulates the use of portable video recorders at transport control centres. Staff are prohibited from deleting or altering recordings without authorisation, from obstructing the recording process, and from passing on video footage to unauthorised persons.<\/p>\n

Bodycam footage will be stored for 90 days<\/h2>\n

One of the main changes concerns the retention period for video footage. Currently, the standard retention period is 30 days from the date the recording is uploaded to a secure server. This period may be extended if the video is required for the investigation of a complaint, a solicitor\u2019s request, or an administrative or criminal case.<\/p>\n

The Parliamentary Temporary Inquiry Committee pointed out that one month might not be enough. Given the deadlines for submitting and considering applications, the entry in question sometimes risks being deleted before the investigation is complete.<\/p>\n

It is therefore proposed that the minimum retention period be extended to 90 calendar days. This period will give members of the public more time to challenge the actions of public officials, and will allow the supervisory authorities more time to obtain and analyse the video footage.<\/p>\n

What will change for citizens<\/h2>\n

Continuous recording should serve as an objective source of information in disputed situations. The video footage may confirm or refute allegations of unlawful conduct, procedural breaches, the use of force or a public official\u2019s refusal to identify themselves.<\/p>\n

If a person believes that their rights were infringed during mobilisation procedures, their complaint should state the exact date, approximate time, location of the incident and any known details of the TCC representatives. This will help to locate the relevant record before the end of its retention period.<\/p>\n

However, the MPs\u2019 announcement does not yet mean that the 90-day period has already come into effect. For the new rules to apply, the Ministry of Defence must make the necessary amendments to the relevant regulations.<\/p>\n

Video recording is expected to reduce the number of conflicts<\/h2>\n

Tighter controls on body cameras are intended to ensure that mobilisation measures<\/a> more transparent. The provision protects not only those liable for military service but also TCC staff from unfounded accusations or the incomplete sharing of videos on social media.<\/p>\n

What will be of key importance is not simply the presence of a camera on the uniform, but the continuity of recording, the secure storage of the footage, and genuine accountability for switching off the device or losing the video.<\/p>","protected":false},"excerpt":{"rendered":"
