He was the head of the local unit of the Russian Federation\u2019s \u00bbMain Radio Frequency Centre\u2019.<\/p>\n<p>Kyrylivka is a settlement on the coast of the Sea of Azov, near Melitopol. According to reports recorded on 25 July by the analytical project Critical Threats\/ISW, citing an adviser to the mayor of Mariupol <strong>Petro Andriushchenko<\/strong> The report concerned an attack on Russian military bases near the \u00abDruzhba\u00bb holiday resort. This report is separate from the circumstances surrounding Ivanov\u2019s death as established by the editorial team.<\/p>\n<h2>The official took part in the war against Ukraine<\/h2>\n<p>Ivanov took direct part in the war against Ukraine as a member of the Russian Federation\u2019s armed forces from September 2025 to March 2026. No reliable biography of the official, details of his appointment or a detailed description of the hierarchy of the local GRCH unit could be found in open sources.<\/p>\n<p>At the same time, it has been established that he was in command of this unit in the occupied territory of Zaporizhzhia Oblast. Russian regulations state that the Centre for Monitoring and Management of the Public Communications Network operates as part of the GRCC. Its official website states that it monitors the network around the clock and ensures that Russian resources can continue to operate even in the event of a loss of connection to foreign root servers.<\/p>\n<p>In its 2025 report, Human Rights Watch noted that the Russian authorities had been strengthening the technological tools used for state censorship: restricting access to platforms, messaging apps, CDN services and <a href=\"https:\/\/ukrmedia.news\/world\/vpn-blocking-russia-censorship\/\">VPN<\/a>. The GRCC is also included on the European Union\u2019s consolidated sanctions list.<\/p>\n<h2>The Russian account of the events in Kyrylivka<\/h2>\n<p>Following the events of 25 July, Russian-appointed occupation officials reported an attack on the resort area of Kyrylivka and claimed there had been casualties. The Russian Investigative Committee has opened a case under the article on \u00abterrorist acts\u00bb. This is a procedural and propaganda-driven response by the Russian side, rather than an independent assessment of the circumstances.<\/p>\n<p>The combination of the GRChZ\u2019s functions \u2014 communications control, network monitoring and tools for managing the information environment \u2014 highlights the organisation\u2019s practical role within the Russian Federation\u2019s digital control system.
