According to the prosecution, these companies collaborated with the Russian military-industrial complex, state bodies and the Federal Penitentiary Service of the Russian Federation.<\/p>\n<p>The Public Prosecutor\u2019s Office has filed a motion to seize 17 hotels belonging to the chain, as well as the businessman\u2019s other assets. According to the office\u2019s estimates, their combined value exceeds 1.5 billion hryvnias.<\/p>\n<h2>What will the transfer of assets to ARMA entail?<\/h2>\n<p>The Public Prosecutor\u2019s Office requests that, following the seizure, the property be transferred to the National Agency for Asset Tracing and Management for subsequent confiscation. The seizure of property is a procedural measure, whereas the transfer to <a href=\"https:\/\/ukrmedia.news\/economics\/arma-prodala-levochkinu-460-ga\/\">ARMA<\/a> It involves the valuation of assets and the appointment of an administrator; it does not entail the automatic transfer of property to the state. Confiscation requires a separate legal basis and a final decision in the relevant proceedings.<\/p>\n<p>ARMA\u2019s experience shows that managing hotel assets can be time-consuming. For instance, the agency reported that 79% LLC \u00abHotel \u201cLondon\u201d-Kirovohrad\u00bb and a complex of buildings in Kropyvnytskyi were transferred to its management following rulings by an investigating judge in March 2023. In April 2025, ARMA valued this asset at 34.8 million UAH and was seeking a manager for it for the fourth time, following three tenders that had yielded no bids.<\/p>\n<p>In 2023, the chain announced a rebranding, following which the Ukrainian chain would continue to operate as Optima Hotels &amp; Resorts. The company described itself as a Ukrainian chain and stated that it owned the Optima, Optima Collection, Vita Park and Raziotel brands. This statement does not constitute an assessment of the circumstances of the criminal proceedings against Vasin.<\/p>\n<h2>Operational metrics for the hotel portfolio<\/h2>\n<p>If the court upholds the prosecution\u2019s application, the key challenge will be to preserve the value of the assets during the management period: for hotels to operate, they require a steady stream of bookings, staff, supplies and the payment of running costs. ARMA\u2019s experience with a single hotel asset in Kropyvnytskyi suggests that finding a private manager for such a property can be challenging.
