At the peak, up to 200 people were entering Ceuta every minute. People chanted «You’ve sold us out» and demanded his resignation.

Residents say the city has been brought to a standstill: some shops are not opening, people are afraid to leave their homes, and the police are unable to keep up with responding to fights, robberies and squatting in empty flats. Make-shift sleeping areas have sprung up in parks, on pavements and along roads.

The Spanish Government has deployed the military to restore order at the Ceuta border. Madrid has, however, stated that it does not consider the migration crisis grounds for declaring a nationwide state of emergency.

Madrid and Rabat have agreed on the transfer of people

Spain and Morocco have agreed to step up coordination and to implement, as quickly as possible, the procedures for the transfer of those who have entered Ceuta irregularly. It is this agreement that could become the main short-term tool for reducing the burden on the enclave.

In Melilla, following an attempted mass crossing, the Beni Enzar border post – the only operational crossing between the city and Morocco – has been closed. The President of the European Commission Ursula von der Leyen described the footage from Ceuta as «unacceptable».

Ceuta and Melilla are Spanish cities in North Africa, and their border with Morocco forms the external border of the Schengen Area. However, entering the enclaves does not automatically grant unhindered access to mainland Spain or other Schengen states: special document checks are in place for this purpose.

Pressure on the Schengen Area and tighter controls by France

Italy is calling for Spain’s participation in the Schengen Area to be suspended until Madrid restores control over its borders. This initiative has been backed by Finland, the Czech Republic and Denmark. The Italian Prime Minister George Maloney She also called for «exceptional measures».

France has tightened border controls with Spain. Under EU law, the temporary reintroduction of controls at internal borders is permitted as an exceptional measure in the event of a threat to public order or internal security; the political demands being made of Spain do not mean that the country will automatically be excluded from the Schengen Area.

Tensions on the land route had been mounting even before the breach: in the first half of 2026, the number of irregular arrivals in Ceuta reached 2,582, which is 1,64% more than a year earlier. At the same time, the total number of irregular arrivals in Spain across all routes fell by 32%, according to EFE.

In Ceuta, services are overwhelmed following the arrival of 60,000 migrants.
