According to him, companies are losing warehouses, goods and equipment, and the level of despair in the business community is comparable to that seen in the first months of the full-scale invasion.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Russian attacks are destroying companies\u2019 warehouses, stock and equipment.<\/li>\n<li>Getmantsev compared the mood among business owners to the situation in 2022.<\/li>\n<li>The loss of stock could bring a small or medium-sized enterprise to a standstill.<\/li>\n<li>The losses extend to logistics, employment and budget revenue.<\/li>\n<li>The government operates schemes offering compensation, grants and insurance against war risks.<\/li>\n<\/ul>\n<\/div>\n<h2>The depletion of stocks is bringing companies to a standstill<\/h2>\n<p>According to Getmantsev, the consequences of the attacks are not limited to damage to or destruction of buildings. Businesses are also losing raw materials, equipment, goods and other assets, without which they cannot carry out their day-to-day operations.<\/p>\n<p>For many companies, stock levels represent a significant proportion of their working capital. Their destruction means a loss of funds already invested and the risk of being unable to fulfil orders for customers.<\/p>\n<p>Small and medium-sized businesses find it the most difficult to recover, as they often lack sufficient financial reserves, alternative premises or comprehensive insurance cover against war risks. The destruction of a single warehouse in such circumstances can bring a company\u2019s operations to a complete standstill.<\/p>\n<h2>The impact on the sector extends to supply and employment<\/h2>\n<p>When a company loses a warehouse or production facility, it is forced to find new premises, repurchase goods and alter its logistics routes. This delays deliveries, increases operating costs and raises the cost of goods produced.<\/p>\n<p>Some businesses may put things on hold because of such losses <a href=\"https:\/\/ukrmedia.news\/economics\/investyciyi-dlya-pochatkivciv-yak-stvoryty-pasyvnyy-dohid\/\">investments<\/a> or cut staff numbers. For the state, this entails the risk of a decline in tax revenue and economic activity in the affected regions.<\/p>\n<p>The cost of a destroyed building is only part of the damage: added to this are lost stock, disrupted contracts and the costs of restoring logistics. The NBU also cited damage to infrastructure, the high cost of restoration and the cost of backup power supplies as factors contributing to the decline in business activity.<\/p>\n<h2>What recovery mechanisms are available to businesses?<\/h2>\n<p>A government scheme offering partial compensation for war-related risks to businesses has been in force since 1 January 2026. According to the Ministry of Economy, as of 10 July, 139 claims totalling 2.67 billion hryvnias in probable compensation had been approved under the scheme for compensation for damaged or destroyed property. This figure reflects approved applications, not all business losses or payments already made.<\/p>\n<p>The maximum compensation for damaged or destroyed property is up to 30 million UAH, and for insurance premium compensation \u2014 up to 3 million UAH. Separately, the grant programme for the restoration of production facilities has been extended: funds may be used for the purchase, delivery and installation of new equipment.<\/p>\n<p>Businesses may also submit a claim via \u00abDiy\u00bb to the international Register of Damages regarding damaged property, infrastructure or loss of assets. Such a claim documents a claim for a future compensation mechanism, but does not provide for an immediate payment.<\/p>\n<p>Different instruments serve different purposes: compensation and grants can assist with partial recovery, insurance can help mitigate risks, and the Register of Losses can document future claims.
