On Sunday, a further five bodies were found on the coast, officials said. People were trying to reach the enclave both by land and by sea. Some of them drowned, whilst others died in the crush whilst attempting to scale the breakwater and the border fence.<\/p>\n<p>The Spanish Government\u2019s representative in Ceuta <strong>Miguel \u00c1ngel P\u00e9rez<\/strong> He stated that the situation in the city had improved significantly, although more still needed to be done to return to normal life. According to him, medical services had provided assistance to more than a thousand people over the course of several days.<\/p>\n<p>Juan, Head of Ceuta <strong>Jes\u00fas Vivas<\/strong> told the newspaper El Pa\u00eds that the city mortuary had received 88 bodies. This figure also includes people who died during less dangerous night-time crossings into the territory over the previous two weeks.<\/p>\n<h2>The return of people and the stepping up of security<\/h2>\n<p>Spanish authorities <a href=\"https:\/\/ukrmedia.news\/world\/migranti-seuta-povernennia-marokko\/\">stated<\/a>, with more than 48,000 people being returned to Morocco within the first 48 hours, and even more over the weekend. Amid the influx, police and army patrols were stepped up in Ceuta, and on Saturday a 500-metre floating barrier was installed off the coast.<\/p>\n<p>Economic hardship and rumours on social media were among the factors that prompted many people to attempt the crossing. At the end of June, the Spanish Supreme Court ruled that people intercepted at sea cannot automatically be subject to a special return procedure at the border: the standard procedure, with procedural safeguards, must be followed. This ruling does not legalise irregular entry and does not confer an automatic right to remain in the country.<\/p>\n<p>The scale of the event stands in stark contrast to the figures for the first half of the year: according to the Spanish Ministry of the Interior, 15 arrivals by sea and 116 by land were recorded in Ceuta during that period. This suggests that the current influx represents a localised, sharp break in the trend, rather than a continuation of the general rise in irregular arrivals in Spain.<\/p>\n<h2>The European response to the crisis<\/h2>\n<p>Twenty-two EU countries have sent a letter calling for coordinated action to protect external borders and other measures following the incident in Ceuta. Italy has suspended the Schengen rules on passport-free travel with Spain for one month.<\/p>\n<p>The Spanish government has rejected the suggestion that <a href=\"https:\/\/ukrmedia.news\/world\/proryv-migrantiv-seuta-melilia-60-tysia\/\">mass exodus<\/a> was brought about by a programme granting residence permits to over half a million undocumented people. This programme applies to foreign nationals who were already living in Spain before a specified date, and does not apply to those who arrived in Ceuta during the current crisis.<\/p>\n<p>The incident has put the EU\u2019s new migration and asylum rules, which came into force in June, to the test.
