According to their information, the relevant personnel decision has already been taken.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Zelenskyy plans to appoint Rustem Umerov as head of the Security Service of Ukraine.<\/li>\n<li>According to UP, the personnel decision has already been taken.<\/li>\n<li>Umerov currently holds the post of Secretary of the National Security and Defence Council.<\/li>\n<li>Oleg Lugovskyi has been acting as head of the Foreign Intelligence Service since February.<\/li>\n<li>Umerov is leading the Ukrainian negotiating delegation.<\/li>\n<\/ul>\n<\/div>\n<h2>Staff rotation in the security sector<\/h2>\n<p><strong>Rustem Umerov<\/strong> He was previously Ukraine\u2019s Minister of Defence, and is now serving as Secretary <a href=\"https:\/\/ukrmedia.news\/economics\/klychko-vymahaie-zasidannia-rnbo\/\">NSDC<\/a> He is actively involved in the negotiation process between Ukraine, the US and Russia. Presidential Decree No. 72\/2026 formally appoints him as head of the Ukrainian delegation for negotiations with the US, other international partners and representatives of the Russian Federation.<\/p>\n<p>Umerov\u2019s planned appointment to the Foreign Intelligence Service comes against the backdrop of changes to senior posts in the security sector. Previously, Zelenskyy <a href=\"https:\/\/ukrmedia.news\/politics\/klymenko-sekretar-rnbo-propozytsiya\/\">suggested<\/a> <strong>Igor Klymenko<\/strong> the post of Secretary of the National Security and Defence Council following changes to the Cabinet of Ministers. The adoption of a decree appointing Umerov will mark a new round of reshuffles within key security institutions.<\/p>\n<h2>The SZR has been working with an acting head since February<\/h2>\n<p>Since 4 February 2026, the duties of the Head of the Foreign Intelligence Service have been carried out by the First Deputy Head <strong>Oleg Lugovskyi<\/strong>. He succeeded in this post <strong>Oleg Ivashchenko<\/strong>, whom Zelenskyy dismissed from the Foreign Intelligence Service on 2 January and appointed as head of the Main Intelligence Directorate of the Ministry of Defence.<\/p>\n<p>Under the law, the President exercises overall control over the Foreign Intelligence Service and appoints and dismisses its head by presidential decree. The Service conducts foreign intelligence in the political, economic, military-technical, scientific-technical, information and environmental spheres, and also processes data for state bodies.<\/p>\n<p>If the decision is formalised by decree, Umerov will become the permanent head of the service after approximately six months during which the SVR has been led by an acting head. His experience in international relations, the defence sector and inter-agency coordination could strengthen the foreign policy dimension of the intelligence leadership\u2019s work.<\/p>\n<h2>Umerov\u2019s role in the negotiations<\/h2>\n<p>The current decree on the composition of the negotiating delegation designates Umerov as its head.
