To access most consular services, men abroad will need a valid document. If there is no information about a person in the register, they will automatically be registered for military service and an electronic document will be issued without the need for a medical examination.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Consulates will verify documents via the \u00abe-Consul\u00bb system.<\/li>\n<li>For most services, men are required to present a valid military ID.<\/li>\n<li>Ukrainians whose details are not on the register will be automatically registered.<\/li>\n<li>In such cases, the electronic document will be generated without a VLC.<\/li>\n<li>Paragraphs 12 and 13 of the order will come into force in six months\u2019 time.<\/li>\n<\/ul>\n<\/div>\n<h2>How the checks will work at consulates<\/h2>\n<p>Cabinet of Ministers Resolution No. 981 of 29 July 2026 approved the Procedure for the verification of the authenticity of military registration documents by a consular officer at a Ukrainian diplomatic mission abroad. Verification will be carried out via the \u00abe-Consul\u00bb information and communication system.<\/p>\n<p>The new mechanism links the provision of most consular services to the possession of a valid military registration document. This involves verifying its validity via an electronic system.<\/p>\n<p>This resolution shall come into force on the date of its publication. However, paragraphs 12 and 13 of the procedure for verifying the validity of military registration documents shall come into force six months after this resolution comes into force.<\/p>\n<h2>Automated accounting and technical maintenance of systems<\/h2>\n<p>If the details of a Ukrainian citizen residing abroad are not included in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, they will automatically be enrolled in <a href=\"https:\/\/ukrmedia.news\/vazhlyvo-znaty\/viiskovyi-oblik-2026-do-31-lypnia\/\">military registration<\/a>. In such cases, the electronic military registration document will be issued without the need to undergo a medical examination by the military medical board.<\/p>\n<p>The Ministry of Defence and the Ministry of Foreign Affairs must, within six months, ensure the electronic interface between the register and the Ministry of Foreign Affairs\u2019 systems required for the new procedure to function. The government has given other bodies responsible for exchanging data with the register up to 90 days to ensure their systems are technically ready.<\/p>\n<p>Separately, the State <a href=\"https:\/\/ukrmedia.news\/economics\/dpsu-podatkova-avtomatychnyi-obmin-danymy\/\">tax office<\/a> within 90 days, it must submit to the Ministry of Defence, on a one-off basis, information from the tax register concerning Ukrainian citizens aged between 18 and 60, whose details are required to be entered into the register.<\/p>\n<p>The government has classified access to the information contained in the register as restricted. Electronic interactions must be conducted in compliance with the requirements of legislation on personal data, electronic identification and information security.<\/p>\n<h2>What will change for Ukrainians living abroad?<\/h2>\n<p>To access most consular services, men abroad will need a valid military registration document. Its validity will be checked via the \u00abe-Consul\u00bb system.<\/p>\n<p>For Ukrainians whose details are not included in the register, provision has been made for automatic registration for military service and the creation of an electronic military registration document without the need for a medical examination.<\/p>","protected":false},"excerpt":{"rendered":"<p>Consulates will verify the validity of military registration documents via \u00abe-Consul\u00bb.
