Transport expert Dmytro Bespalov believes that businesses will pass on the additional costs through their fares. Passengers, drivers or the platforms themselves may bear part of the burden.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Uklon and Bolt fares may rise due to tax changes.<\/li>\n<li>Platforms may act as tax agents for partner drivers.<\/li>\n<li>The special personal income tax rate for income earned through platforms is 10%.<\/li>\n<li>Some of the costs may be passed on to passengers or drivers.<\/li>\n<li>The Ministry of Finance had planned to introduce the new rules from the start of 2027.<\/li>\n<\/ul>\n<\/div>\n<h2>How the new model will work<\/h2>\n<p>On 9 June, the Verkhovna Rada passed the draft law in its entirety <strong>No. 15111-d<\/strong> regarding income earned through digital platforms. It covers, amongst other things, taxi services, delivery services, rental services and marketplaces.<\/p>\n<p>Under the model outlined by Parliament, platform operators are required to calculate, withhold and pay <a href=\"https:\/\/ukrmedia.news\/economics\/taksysty-uklon-uber-podatky-dps\/\">income tax<\/a> partner users, in particular drivers. For such income, a personal income tax rate of 10% applies, without a separate 5 per cent military levy. The Ministry of Finance had previously announced that the rules were due to come into force from the start of 2027.<\/p>\n<p>For drivers working as ordinary individuals, this will mean that tax is automatically administered via the platform. Sole traders who confirm their status should continue to be taxed in the manner they are accustomed to, without personal income tax being withheld by the aggregator.<\/p>\n<h2>The tariff will depend on the allocation of costs<\/h2>\n<p><strong>Dmytro Bespalov<\/strong> links a possible review of tariffs to an additional burden on digital services. Platforms will have to adapt their IT systems, verify the status of their partners, withhold tax and report to the tax authorities.<\/p>\n<p>A price increase for passengers is one possible scenario, not an automatic consequence of the 10% rate. Platforms can allocate the new costs across their own margin, commission, drivers\u2019 earnings and fares. In practice, decisions will also depend on the level of competition in a particular city.<\/p>\n<p>For drivers who previously declared their income under the standard rules, the special scheme is nominally lower than the combined 18% personal income tax and 5% military levy. At the same time, the systematic withholding of tax may alter the structure of their actual earnings if aggregators do not adjust their commissions or rates.<\/p>\n<h2>Separate changes are being prepared for the taxi market<\/h2>\n<p>At the same time, discussions are taking place in Ukraine regarding market reform <a href=\"https:\/\/ukrmedia.news\/economics\/reforma-taksi-ukraina-novi-pravyla\/\">taxi<\/a>: the status of self-employed road hauliers, driver and passenger insurance, and pricing rules. This is a separate area of regulation which should not be conflated with the taxation of digital platforms.<\/p>\n<p>Uklon and Bolt have previously advocated for the introduction of clear rules for platforms, whilst Uklon has highlighted the need to clearly distinguish between the liability of the service provider and that of the service provider\u2019s contractor.
