The State Agency for Reconstruction was unable to spend these funds on a backup heating supply system, as the Ministry of Finance and the Treasury had not agreed on the legal and procedural framework for managing the grant. The State Agency for Infrastructure Recovery and Development was to purchase equipment and set up a backup heating supply system for the capital.<\/p>\n<p>This division of labour was part of <a href=\"https:\/\/ukrmedia.news\/economics\/kyyiv-pochav-realizatsiju-planu-stijkosti\/\">Resilience Plan<\/a> Kyiv, under which the city and central authorities have agreed to work together to prepare the infrastructure for the 2026\u20132027 heating season. According to *Dzerkalo Tyzhnia*, within a few months of the funds being transferred, <strong>did not fund a single project<\/strong>.<\/p>\n<h2>The Ministry of Finance and the Treasury have not set out the procedure for using the transfer<\/h2>\n<p>The then head of the Reconstruction Agency <strong>Sergey Sukhomlin<\/strong> explained that the agency had approached the Ministry of Finance and the State Treasury Service for clarification on the use of the inter-budgetary transfer.<\/p>\n<p>The Treasury cited restrictions relating to the opening of accounts for budget fund administrators. The Ministry of Finance stated that there were no legal grounds for using the grant, as the local funds were not part of the relevant state budget programme.<\/p>\n<p>For several months, the government bodies were unable to finalise the funding arrangements for the work, whilst the money remained in the Treasury accounts throughout this period.<\/p>\n<h2>The city will transfer the money to \u00abKyivteploenergo\u00bb<\/h2>\n<p>Following the Kyiv City Council\u2019s decision, the funds are to be channelled to \u00abKyivteploenergo\u00bb for the creation of a backup heating supply system and other critical measures. According to Mayor Vitali Klitschko, due to bureaucratic obstacles, the city has to carry out some of the work itself, which had previously been planned to be entrusted to the Recovery Agency.<\/p>\n<p>A delay means losing several months that could otherwise be used to procure equipment, construct the necessary facilities and commission the systems before the cold weather sets in.<\/p>\n<h2>Kyiv is drawing on several sources of funding for its Sustainability Plan<\/h2>\n<p>The Ministry of Community and Territorial Development previously reported that the state had allocated nearly 4 billion hryvnias for resilience measures in Kyiv, including infrastructure protection, distributed heat generation and backup heat sources. This funding is not the same as the funds that the city has returned to its budget.<\/p>\n<p>The capital has set aside around 11.1 billion hryvnias for the Resilience Plan. Kyiv has also reached a preliminary agreement with Oschadbank and the European Bank for Reconstruction and Development on loans totalling 5.2 billion hryvnias.<\/p>\n<p>\u00abKyivteploenergo\u00bb is to contribute 1.7 billion hryvnias from its own funds, whilst the city is counting on a separate grant of approximately 1.3 billion hryvnias. At the same time, the city budget may not be sufficient to cover the entire Resilience Plan, so the capital\u2019s authorities are continuing negotiations with the government regarding the funding of a backup heating supply system.
