According to him, around 90 North Korean military personnel are to be stationed in the Voronezh region as part of the Russian Federation’s 112th Missile Brigade. Russia is expecting 120 ballistic missiles and six launchers.

Briefly about the main points

A North Korean unit has begun deploying in western Russia.

It is planned to be deployed as part of the Russian Federation’s 112th Missile Brigade.

Pyongyang has delivered a new consignment of KN-23 and KN-24 missiles to Russia.

Last week, Russia deployed two North Korean missiles after a long hiatus.

The increase in the stockpile of ballistic missiles is complicating the work of Ukraine’s air defence forces.

The terms of the mission are to be agreed upon during the negotiations

According to Chernyak, the final deployment configuration and the total number of missiles are to be determined by the parties during high-level talks next month. It is not yet known what specific role the North Korean military will play in Russian missile operations.

The news of the deployment coincided with the first such event in nearly a year Russia’s use of North Korean ballistic missiles against Ukraine. Ukrainian intelligence believes this may be part of an expansion of military cooperation between Moscow and Pyongyang.

North Korea has sent a new consignment of KN-23 and KN-24 missiles to Russia

Pyongyang has already sent a new consignment of 40 missiles to Russia KN-23 and the KN-24, along with their crews, said a spokesperson for the Main Intelligence Directorate. According to him, last week Russia fired two North Korean ballistic missiles at Ukraine — the first such launch since August 2025.

Chernyak said that missiles from a new batch had been used for this strike. The Ukrainian authorities also reported last week that a North Korean missile had destroyed a residential building in the village of Radushne in central Ukraine, killing at least five members of one family.

Ballistic missiles are increasing the pressure on missile defence systems

Ukrainian military sources describe the KN-23 and KN-24 as missiles with a greater range and a more powerful warhead than the Russian «Iskanders», but with lower accuracy. From late 2023 to August 2025 DPRK has supplied Russia with 150 such missiles, according to the Main Intelligence Directorate.

Ballistic missiles of this class are particularly difficult to intercept; Ukraine is using American Patriot systems to counter Russia’s 9M723 Iskander missiles. Rob Lee, a senior research fellow at the Foreign Policy Research Institute, described the build-up of ballistic missiles as a significant threat to Kyiv, particularly ahead of winter, when Russia may resume large-scale attacks on the power grid.

Military ties between Moscow and Pyongyang have strengthened since 2022

Following Russia’s full-scale invasion of Ukraine, Moscow and Pyongyang stepped up their military cooperation and, in 2024, signed a mutual defence pact. According to Ukrainian officials, North Korea supplied Russia with millions of artillery shells and deployed 14,000 troops to the Kursk region to repel the Ukrainian ground invasion in 2024.

The Main Intelligence Directorate (GUR) estimates the number of North Korean troops in the Kursk region at approximately 9,500 and states that they are not currently taking part directly in hostilities against Ukraine. Reuters noted that it was unable to independently verify the intelligence; the Russian Ministry of Defence and the DPRK’s mission to the UN did not respond to the agency’s written enquiries.

North Korea is deploying a unit of 90 soldiers in the Voronezh Region.
