The Anti-Corruption Centre believes this may have been an attempt to conceal the official\u2019s links with Maksym Tsutsikiridze \u2014 the supervisor of his thesis and, according to the organisation, the head of the National Police.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Details of Vygivsky\u2019s academic work have been omitted from his biography.<\/li>\n<li>The CPC has restored the data via the academic repository.<\/li>\n<li>The supervisor of the thesis was Maxim Tsutsikiridze.<\/li>\n<li>In 2023, Tsutsikiridze became First Deputy Head of the National Police.<\/li>\n<li>The Code of Civil Procedure links amendments to the document with the possible concealment of connections.<\/li>\n<\/ul>\n<\/div>\n<h2>What information has been removed from the document?<\/h2>\n<p>According to the report <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/skandal-cpk-vytraty-1-mln-2024\/\">CPC<\/a>, biography <strong>Vygovsky<\/strong> The Government Secretariat only provided the document following public outcry. The title of the thesis, the year it was defended and the name of the university where it was written had been redacted from the document.<\/p>\n<p>The organisation described the reasons for the edits as unclear and began to verify the academic details separately. The CPC also pointed out that holding an academic degree entitles public servants to a supplement ranging from 5% to 33% of their basic salary.<\/p>\n<h2>Repository details for the thesis<\/h2>\n<p>According to the Centre for Political and Legal Analysis, citing public data from the National Repository of Academic Texts, Vygivsky defended his thesis, \u00abInvestigating Hostage-Taking\u00bb, in December 2021. The thesis was defended at Kharkiv National University of Internal Affairs.<\/p>\n<p>The research supervisor was <strong>Maxim Tsutskiridze<\/strong>. In the CPC publication, he is referred to as the recently appointed head of the National Police of Ukraine. It was precisely the details of the venue and time of the defence, as well as the topic of the thesis, that were redacted in the government document.<\/p>\n<h2>Chronology of events and the position of the CPC<\/h2>\n<p>On 20 January 2023, Vyhovskyi was appointed acting head of the National Police, and on 14 July the government confirmed him in this post. In September of that year, Tsutsikiridze was appointed First Deputy Head of the Police. As noted by the Centre for Political and Legal Reforms, the Minister of the Interior appointed him on the recommendation of Vyhovsky.<\/p>\n<p>The official opponents of the thesis were Valentina Drozd and Oleg Tarasenko. The CPC notes that, following Vygivskyi\u2019s appointment in 2023, Drozd began working at the National Police \u2014 in the advisory and supervisory division of the department responsible for supporting the work of the National Police Chief. Tarasenko is Vice-Rector of the National Academy of Internal Affairs, whilst his brother, Oleksandr Tarasenko, heads the Department of Education, Science and Sport at the Ministry of Internal Affairs.<\/p>\n<p>Daria Kalenyuk, Executive Director of the Centre for Policy Studies, stated that information about education and academic qualifications should not be kept secret. In the organisation\u2019s view, the redacted data may have concealed Vygivsky\u2019s direct links to Tsutsikiridze, the \u00abDrozd dynasty\u00bb and Oleg Tatarov\u2019s academic circle.
