The initiative may also apply to those working in the informal sector. PiS has announced plans for deportation centres and tighter controls on foreign nationals; however, the current Polish government has not adopted any decision on mass deportations.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>PiS is proposing to deport Ukrainian men without legal employment.<\/li>\n<li>The scheme may cover people in informal employment.<\/li>\n<li>The party has announced deportation centres and tighter controls.<\/li>\n<li>The Polish Government did not carry out mass deportations of Ukrainians.<\/li>\n<li>Unemployment is not, in itself, grounds for deportation.<\/li>\n<\/ul>\n<\/div>\n<h2>The party has announced checks and deportation centres<\/h2>\n<p>The proposal was presented at the party\u2019s policy conference by an MEP and vice-president of PiS <strong>Tobias Bochenksi<\/strong>. It is aimed at men of conscription age from Ukraine who do not have a properly registered job in Poland.<\/p>\n<p>The party has announced its intention to set up special centres <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/ukraintsiv-povertaiut-z-yevropy-zaiava-deputata\/\">deportations<\/a>, which are intended to speed up the return of foreign nationals and tighten controls on their stay. PiS has not explained where exactly such facilities might be located, what their capacity will be, or what the procedure for admitting people will be.<\/p>\n<p>There are already secure centres for foreign nationals in Poland. Under the current procedure, decisions on placement in these centres \u2013 in particular, for individuals awaiting the enforcement of a return decision \u2013 are taken by the district court.<\/p>\n<h2>PiS linked the initiative to Ukraine\u2019s military needs<\/h2>\n<p>According to Polsat News, PiS plans to implement the initiative if it returns to power following the 2027 parliamentary elections.<\/p>\n<p>PiS Member of the Sejm <strong>Andrzej Sliwka<\/strong> stated that the Polish authorities should identify Ukrainians who are in the country illegally or who do not have official employment. He suggested that there might be \u00abat least a brigade, if not a division\u00bb of such people, and said that they \u00abmight be fighting for their country\u00bb.<\/p>\n<p>Shlyvka explained his position by citing the shortage of military personnel in Ukraine and Poland\u2019s interest in deterring Russian aggression. At the same time, publicly available data does not provide a figure for the number of Ukrainian men who might be covered by the proposed scheme, so this analogy is a political assessment by the MP.<\/p>\n<h2>Unemployment does not mean that a person is residing in the country illegally<\/h2>\n<p>Deputy Minister of the Interior of Poland <strong>Maciej Duszyk<\/strong> described the PiS plan as unconvincing. In his view, the proportion of Ukrainians in Poland who are not in work could be around 5%.<\/p>\n<p>The fact that a person does not have official employment does not in itself make their stay in Poland unlawful. Ukrainians may have temporary protection, another legal status or be registered as unemployed; for those with PESEL UKR status, their legal stay has been extended until 4 March 2027.<\/p>\n<p>Under current Polish law, decisions requiring a foreign national to return are made on a case-by-case basis through an administrative procedure. Grounds for such a decision may include unauthorised residence or working in breach of the rules; however, unemployment is not defined as a separate, automatic ground for expulsion.<\/p>\n<h2>The legal framework for the proposal was not presented<\/h2>\n<p>PiS has not publicly released the full text of the draft bill setting out the grounds, timeframes and procedure for deportation. Nor is there any publicly available estimate of the number of people who might potentially be affected by the initiative, or any explanation of how it complies with Polish legislation, EU law and the temporary protection regime.<\/p>\n<p><a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/ukraina-prohramy-povernennia-bizhentsiv\/\">The return of Ukrainians<\/a> Entering Ukraine does not automatically mean conscription into the army.
