The wording may be intended as a warning ahead of the cold season, but the ministry did not provide any specific plans for attacks on the energy sector or a total blackout.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The threat was posted on the Russian Ministry of Defence\u2019s official Telegram channel.<\/li>\n<li>Russia has claimed to have carried out strikes on tugs in the Black Sea and a facility in Izmail.<\/li>\n<li>There is no independent confirmation of the results of the attacks claimed by Russia.<\/li>\n<li>The text does not mention any plans to target the energy sector or cause a total blackout.<\/li>\n<li>Moscow rejects a ceasefire unless its own conditions are met.<\/li>\n<\/ul>\n<\/div>\n<h2>The threat was made following reports of attacks on infrastructure<\/h2>\n<p>The Russian agency had previously reported that two maritime tugs in the Black Sea and a railway station in the port of Izmail had been hit. Moscow regularly describes the targeted sites as military installations or as allegedly linked to the supply of the Ukrainian Defence Forces.<\/p>\n<p>There is no independent confirmation of any of the Russian side\u2019s claims regarding the objectives and results of these strikes.<\/p>\n<h2>The statement does not prove that there is a plan for a new blackout<\/h2>\n<p>The post makes no mention of power stations, substations or other energy facilities. There is therefore no basis for interpreting the statement as an announcement of an approved plan for a total blackout. At the same time, it may be a form of psychological pressure in the run-up to the new heating season.<\/p>\n<p>This suggestion is set against the backdrop of last winter. The UN Human Rights Monitoring Mission in Ukraine has recorded at least 423 attacks by the Russian Federation on power generation, transmission and distribution facilities, as well as at least 74 strikes on heating infrastructure between October 2025 and March 2026.<\/p>\n<p>According to UN estimates, these attacks caused both emergency and scheduled <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/vidklyuchennya-svitla-kyiv-try-roky\/\">disconnection<\/a> for millions of people, whilst hundreds of thousands of civilians were left without heating and hot water for weeks. In July, the EU held separate discussions on strengthening Ukraine\u2019s air defence and the protection and repair of its energy infrastructure ahead of winter.<\/p>\n<h2>Moscow refuses to agree to a ceasefire along the front line<\/h2>\n<p>Ukraine regards the current line of contact as a possible starting point for <a href=\"https:\/\/ukrmedia.news\/en\/politics\/model-prypynennia-vohniu-stoimo-de-stoimo\/\">ceasefire<\/a> and further negotiations, but rejects the legal recognition of the occupied territories as Russian. Russia does not accept this approach.<\/p>\n<p>Mikhail Galuzin, Deputy Minister of Foreign Affairs of the Russian Federation, stated that Moscow would not agree to a \u00abfreeze\u00bb on the war without addressing the so-called \u00abroot causes\u00bb.
