The funds will be channelled to areas where active or potential hostilities are taking place and to communities that have suffered as a result of full-scale Russian aggression. Priority will be given to essential expenditure, in particular the salaries of public sector employees.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The grant will be awarded to 179 local authority budgets and five regional budgets.<\/li>\n<li>The largest amounts of funding have been allocated to the Kharkiv, Zaporizhzhia and Donetsk regions.<\/li>\n<li>The funds will go to local budgets, rather than to individual employees.<\/li>\n<li>The calculations took into account budget implementation in the first half of the year.<\/li>\n<li>Over 36 million hryvnias will be allocated specifically to the Zaporizhzhia region for salaries.<\/li>\n<\/ul>\n<\/div>\n<h2>The funds are earmarked for the priority needs of the public sector<\/h2>\n<p>The funding is intended for communities located <a href=\"https:\/\/ukrmedia.news\/en\/economics\/216-pryfrontovykh-hromad-otrymaiut-novu-derzhpidtrymku\/\">in areas where hostilities are taking place or may take place<\/a>, as well as other areas that have been adversely affected by the Russian invasion. The grant will be paid into local budgets, which will be managed by local authorities.<\/p>\n<p>According to the Prime Minister <strong>Sergey Koretsky<\/strong>, this involves supporting teachers, healthcare professionals and social workers who are working in extremely difficult conditions. First and foremost, the fund is intended to help pay the salaries of staff at publicly funded organisations located near the combat zone.<\/p>\n<h2>The largest amounts are earmarked for three regions<\/h2>\n<p>The largest share of the grant will go to the Kharkiv region \u2014 627.2 million UAH for 34 budgets, the Zaporizhzhia region \u2014 520.1 million UAH for 24 budgets, and the Donetsk region \u2014 409.6 million UAH for 28 budgets. The Dnipropetrovsk region is set to receive 314.8 million hryvnias for 20 budgets, the Sumy region \u2014 206.8 million hryvnias for 24, and the Odesa region \u2014 104.1 million hryvnias for 19.<\/p>\n<p>The Kherson region will receive 39.1 million UAH for 17 local budgets, the Chernihiv region \u2014 33.5 million UAH for five, and the Mykolaiv region \u2014 12.3 million UAH for nine. UAH 6.1 million has been allocated to four local authorities in the Luhansk region.<\/p>\n<h2>The size of the grant has been linked to local budget revenues<\/h2>\n<p>The allocation is carried out in accordance with Government Resolution No. 80 of 28 January 2026. The calculation took into account the performance of local budgets in the first half of the year: actual receipts from personal income tax, the single tax, land tax and property tax.<\/p>\n<p>Corporate income tax receipts were also analysed for regional budgets. This mechanism is intended to reduce the disparity in the revenues of local authorities that have lost part of their tax revenue due to population evacuation, business closures and shelling.<\/p>\n<h2>Additional funds will be allocated to the Zaporizhzhia region for salaries<\/h2>\n<p>In addition to the general allocation, the Zaporizhzhia region will receive over 36 million hryvnias in separate funding.
