They may once again compete using their national symbols and anthems; however, it remains prohibited to hold international and regional competitions under the FIA\u2019s auspices in Russia and Belarus.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Russians and Belarusians have had their right to display national symbols restored.<\/li>\n<li>Their national anthems may once again be played at FIA events.<\/li>\n<li>The requirement to sign a declaration of neutrality has been abolished.<\/li>\n<li>The ban on FIA international events in Russia and Belarus remains in force.<\/li>\n<li>Eligibility for a particular race will also depend on the laws of the host country.<\/li>\n<\/ul>\n<\/div>\n<h2>Who are the new FIA rules aimed at?<\/h2>\n<p>The updated regulations apply to the Russian and Belarusian national teams, individual athletes and officials. They are permitted to use their own flags, national colours and other symbols, and the national anthem may be played during competitions.<\/p>\n<p>The FIA has also scrapped the requirement to sign a declaration of compliance with the \u00abprinciple of neutrality\u00bb. Previously, this had been a condition for representatives of the two countries to be allowed to compete as neutral participants.<\/p>\n<h2>The ban on competitions in Russia and Belarus remains in place<\/h2>\n<p>The decision does not reinstate international and regional competitions <a href=\"https:\/\/ukrmedia.news\/en\/world\/petr-pavel-fotograf-gran-pri-ugorshchini\/\">FIA<\/a> within Russia and Belarus: this ban remains in force. Whether a particular athlete or team can compete in a specific country will also depend on international, national and local legislation.<\/p>\n<p>The Federation has stated that it will continue to monitor developments in Ukraine and may impose further measures. The document cites, amongst other reasons, the need to comply with sanctions regimes or contractual obligations.<\/p>\n<h2>The decision came into force on 3 August<\/h2>\n<p>The FIA World Motor Sport Council adopted the decision on 3 August 2026, and it came into force on the same day. The federation published the circular on 13 August. Special arrangements for representatives from Russia and Belarus had been in place since the start of Russia\u2019s full-scale war against Ukraine.<\/p>\n<p>The FIA has not given any reasons for revising the restrictions.
