In the document, Kyiv also highlighted the critical need for PAC-2 and PAC-3 missiles for the Patriot systems, which are required, in particular, to counter ballistic missiles.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>According to the memorandum, the SBU carried out more than 100 successful attacks over a period of 40 days.<\/li>\n<li>Kyiv has announced that it has struck the ten largest Russian oil refineries.<\/li>\n<li>Ukraine has estimated the processing capacity that has been taken out of service at more than 30%.<\/li>\n<li>Zelenskyy said that the number of Patriot missiles had fallen to 2.5 times fewer than in 2025.<\/li>\n<li>The forecast regarding mobilisation in Russia is an assessment by Ukrainian intelligence, which Moscow denies.<\/li>\n<\/ul>\n<\/div>\n<h2>Results of the campaign and an assessment of losses to the Russian refining industry<\/h2>\n<p>According to the memorandum, over the course of 40 days, the Security Service of Ukraine carried out more than 100 successful attacks on the enemy\u2019s strategic targets. The SBU had previously reported that the operation, approved by the President, was aimed at reducing Russia\u2019s military and economic potential.<\/p>\n<p>The targets cited included military airfields, air defence systems, logistics hubs, ships and fuel and energy infrastructure. The Ukrainian side claims that, as part of the campaign, it struck all ten of Russia\u2019s largest oil refineries for the first time.<\/p>\n<p>In the document <a href=\"https:\/\/ukrmedia.news\/en\/viyna\/ukraina-zminyla-taktyku-udariv-po-npz-rf\/\">losses in the Russian oil refining sector<\/a> estimated at over 30% in capacity, with total losses amounting to approximately $15 billion. This is Ukraine\u2019s estimate, which cannot be independently verified in terms of the aggregate figures without a public version of the memorandum.<\/p>\n<p>At the same time, Russian officials confirmed some of the consequences of the attacks. Following the strike on the Orsk oil refinery, the facility ceased operations; according to local authorities, it could take up to six months to resume operations. In July, the International Energy Agency also reported on the impact of the attacks on refining volumes, exports of petroleum products and domestic fuel supplies in Russia.<\/p>\n<h2>Kyiv is requesting additional interceptors for the Patriot system<\/h2>\n<p>A separate section of the memorandum is devoted to the shortage of PAC-2 missiles and <a href=\"https:\/\/ukrmedia.news\/en\/science-tech\/yak-pratsiuie-patriot-pryntsyp-dii-pac-3\/\">PAC-3<\/a> for the Patriot anti-aircraft missile systems. PAC-3 missiles are of particular importance for defence against Russian ballistic missiles.<\/p>\n<p><strong>Volodymyr Zelenskyy<\/strong> He had previously stated that Ukraine has 2.5 times fewer missiles for the Patriot system than it will have in 2025. Kyiv had requested to purchase 5% of the interceptors available in US stocks, but at the time of this statement had received a quantity equivalent to approximately 1%.<\/p>\n<p>In July <strong>Donald Trump<\/strong> He has publicly spoken of his willingness to grant Ukraine a licence to manufacture Patriot systems. According to experts quoted by the Associated Press, the launch of such production cannot quickly replace supplies of ready-made interceptors.<\/p>\n<h2>The statement regarding a possible mobilisation in Russia remains a prediction<\/h2>\n<p>Citing Ukrainian intelligence reports, Zelenskyy stated that Russia may be preparing <a href=\"https:\/\/ukrmedia.news\/en\/world\/mobilizatsiya-rf-voseni-2026\/\">new set<\/a> between 300,000 and 500,000 people following the State Duma elections. He suggested that the protests were likely to begin in late September or early October.<\/p>\n<p>This is the Ukrainian side\u2019s assessment, not a documented plan by the Kremlin or a warning from the US authorities.
