This is approximately 1.7 times more than forecast in the budget plan for the whole year. The SSU suggests that the Kremlin may be seeking additional revenue through yet another tax increase.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The Russian Federation\u2019s federal budget deficit stood at 2.8% of GDP.<\/li>\n<li>The gap between revenue and expenditure in July widened by 724 billion roubles.<\/li>\n<li>Over the course of seven months, expenditure reached 28.6 trillion roubles.<\/li>\n<li>Russia\u2019s oil and gas revenues fell by 17%.<\/li>\n<li>The SZRU believes that a further review of taxes is possible.<\/li>\n<\/ul>\n<\/div>\n<h2>Expenditure exceeded revenue and the annual targets<\/h2>\n<p>In its 2026 budget law, Russia had allocated <a href=\"https:\/\/ukrmedia.news\/en\/economics\/deficyt-byudzhetu-rf-perevyshchyv-richnyj-plan\/\">shortage<\/a> 3.786 trillion roubles, or 1.6% of GDP. In July alone, the budget deficit increased by approximately 724 billion roubles.<\/p>\n<p>Over the seven-month period, government expenditure totalled 28.6 trillion roubles, whilst revenue stood at around 22.1 trillion. By way of comparison, during the same period in 2025, the deficit stood at 4.622 trillion roubles; the current figure is almost 40% higher.<\/p>\n<p>The Russian Ministry of Finance attributes the significant shortfall to advance funding of public expenditure. In July, the Russian portal \u00abElectronic Budget\u00bb reported that planned expenditure could rise to 45.11 trillion roubles, assuming the revenue forecast remains unchanged.<\/p>\n<h2>The fall in oil and gas revenues is limiting the scope for bridging the gap<\/h2>\n<p>According to the SZRU, Russia\u2019s oil and gas revenues fell by 17%, despite fluctuations <a href=\"https:\/\/ukrmedia.news\/en\/economics\/ciny-naftu-blokada-ormuz-protoka-2026\/\">world oil prices<\/a> and the reorientation of exports towards Asian markets.<\/p>\n<p>As at the start of August, the total volume of the National Welfare Fund stood at around 12.72 trillion roubles. At the same time, the liquid portion of the fund, which the authorities can quickly channel towards budgetary needs, was estimated at 3.69 trillion roubles \u2014 around 1.6% of projected GDP. A significant proportion of the National Welfare Fund\u2019s assets are not freely available, so the fund should not be regarded as an automatically accessible source for covering a deficit at short notice.<\/p>\n<h2>The tax burden has already increased; the new measures remain subject to assessment by the State Tax Service<\/h2>\n<p>The Russian authorities have already increased the tax burden. From January 2025, the standard rate of corporation tax was raised from 20% to 25%. From 1 January 2026, the standard VAT rate rose from 20% to 22%, and the group of businesses required to pay it was expanded.<\/p>\n<p>The SZRU believes that, whilst drawing up the new budget, the Kremlin may resort to further tax increases. The Russian authorities have not officially specified any particular rates, types of levies or timelines for such changes.<\/p>\n<p>Intelligence analysts predict that additional fiscal pressure could accelerate the slowdown in the Russian economy.
