Kyiv is calling on its partners to speed up deliveries and is asking the US to sell part of its stockpiles. American and European allies are also experiencing shortages, and new production projects will not be able to bolster Ukraine\u2019s air defences quickly.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Ukraine is asking the US to sell part of its stock of Patriot interceptors.<\/li>\n<li>Zelenskyy believes that 5% of reserves will help the country get through the winter.<\/li>\n<li>The US and European countries also have limited stocks of missiles.<\/li>\n<li>Localising Patriot production will not yield results in the coming months.<\/li>\n<li>Actual deliveries from our allies\u2019 warehouses will be crucial ahead of the heating season.<\/li>\n<\/ul>\n<\/div>\n<h2>Zelenskyy asks for part of US stockpiles to be sold<\/h2>\n<p>President <strong>Volodymyr Zelenskyy<\/strong> stated that Ukraine is prepared to purchase 5% interceptor missiles from US stocks <a href=\"https:\/\/ukrmedia.news\/en\/politics\/patriot-rakety-ukrayina-zayava-zelenskogo\/\">Patriot<\/a>. In his view, this amount would have been enough to get through the winter and save people\u2019s lives.<\/p>\n<p>If the US were to sell 10% from its stockpiles, Ukraine, according to the president, would be able to counter all Russian ballistic missile attacks. Zelenskyy also called on diplomats to raise the issue of strengthening air defence capabilities in all partner countries.<\/p>\n<p>*Die Welt* described these appeals as an \u00abexpression of despair\u00bb, highlighting the instability of the situation in the run-up to winter.<\/p>\n<h2>In-house production will not be a quick fix<\/h2>\n<p>President of the United States <strong>Donald Trump<\/strong> had stated that it might provide Ukraine with <a href=\"https:\/\/ukrmedia.news\/en\/world\/vyrobnytstvo-raket-patriot-ukraini-2026\/\">a licence to manufacture missiles<\/a> Patriot. However, implementing such a project will take a considerable amount of time.<\/p>\n<p>The production of modern PAC-3 interceptors involves Lockheed Martin\u2019s technologies and intellectual property. An alternative could be to localise the production of PAC-2 interceptors, which are manufactured by Raytheon.<\/p>\n<p>According to *Die Welt*, the talks may concern Raytheon\u2019s plant in Germany. At the same time, it will take years to establish new production capacity. Lockheed Martin has also announced its intention to increase the annual production capacity for the PAC-3 MSE to approximately 2,000 missiles over a period of seven years.<\/p>\n<h2>Allied stockpiles and the procurement mechanism<\/h2>\n<p>It is not only Ukraine that is short of anti-aircraft missiles: the US and European countries are constrained by their own stocks and are reluctant to transfer significant quantities due to their own national defence requirements. Ukraine is also asking its partners for SAMP\/T, NASAMS and Hawk systems; however, it is the Patriot systems that play a key role in countering Russian ballistic missiles.<\/p>\n<p>One of the channels for replenishment is the mechanism <a href=\"https:\/\/ukrmedia.news\/en\/world\/nato-zbroia-purl-vzhe-v-ukraini-hrynkevych\/\">PURL<\/a>, under which European allies and partners are funding the purchase of US weapons for Ukraine. According to the Ministry of Defence, as of July, contributions through the programme had reached $6.7 billion, although this figure does not cover just the Patriot system.<\/p>\n<h2>The security of the energy sector depends on the pace of deliveries<\/h2>\n<p>Russia continues to carry out intensive air strikes on energy, transport and civilian infrastructure. A shortage of interceptors is forcing the Ukrainian air defence forces to prioritise targets and use ammunition more sparingly.<\/p>\n<p>Without swift decisions from its partners, Ukraine may enter the heating season with limited capabilities to counter ballistic missile strikes.
