The rules for obtaining this status have not changed, so everyone who previously met the criteria – including men of conscription age – remains eligible. There is no need to renew documents immediately, according to the UNHCR.

Briefly about the main points

Temporary protection cards are valid until 4 March 2027.

Men of conscription age have not lost their entitlement to this status.

There is no need to renew cards with an out-of-date expiry date.

This status provides access to employment, healthcare, education and benefits.

The next extension within the EU is scheduled for March 2028.

Who is eligible for temporary protection?

This status is available to Ukrainian citizens who were in the country prior to 24 February 2022 and who crossed the EU border on or after that date. It also applies to refugees and stateless persons previously recognised by Ukraine, as well as to certain members of their families.

Such family members include spouses or partners, dependent children under the age of 18, and dependent relatives who lived in the same household. Hungarian citizens who have left Ukraine due to the war do not qualify for this status, but are entitled to the same services and support.

How to verify the validity of your card

The extension also applies to cards showing an expiry date in 2023, 2024, 2025 or 2026. If an employer or a provider of medical or educational services questions the validity of the document, the holder may refer to the Hungarian government decrees on the extension of status.

Where necessary, the National Directorate-General of Police for Foreigners (NDGAP) issues an official certificate confirming the validity of temporary protection. EU countries have also agreed to extend the mechanism until 4 March 2028; this decision is due to take effect from 5 March 2027.

What rights and benefits does this status entail?

Holders of temporary protection may reside in Hungary, work without a separate permit, and receive social support and free medical care. Children have access to state-run nurseries, kindergartens and schools following formal enrolment.

Kindergarten is available for children aged between three and six, and school for those aged between six and 16. The amount of financial assistance is 22,800 forints per month per adult and 13,700 forints per child; applications should be made to the relevant government office.

Where to submit an application and what documents are issued

An application for temporary protection can be submitted at NDGAP customer service centres or at the relevant government office. Upon submission of the application, the applicant will be granted a humanitarian residence permit valid for 60 days.

The decision on granting status and issuing a plastic card may take up to two months. If the humanitarian permit expires before the applicant has received their card, UNHCR advises contacting the immigration authorities for clarification.

Travelling to Ukraine and moving to another EU country

A short trip to Ukraine does not deprive the holder of temporary protection of the right to return to Hungary: their residence permit is not revoked as a result. However, a person may only hold this status in one EU country at a time. In the event of a long-term move, the new country registers the person, and their status in the first country is terminated.

Ukrainian nationals who arrived in Hungary before 24 February 2022 do not meet the criteria for temporary protection. They may apply for a different status — ‘tolerated status’ — which allows them to remain in the country and entails a separate set of rights.

Men of conscription age are entitled to temporary protection in Hungary on the same basis as other Ukrainians who meet the criteria.

Чоловіки призовного віку мають право на тимчасовий захист в Угорщині нарівні з іншими українцями, які відповідають умовам.
[806778
805624
post-27300","post","type-post","status-publish","format-standard","has-post-thumbnail","category-suspilstvo","tag-805624
["GET
