With the start of the new academic year, the issue of applying for and extending deferrals from mobilisation will once again become relevant for students subject to military service. Not all students are entitled to such a deferral: the mode of study, the sequence in which educational qualifications are obtained, and the information entered into the Unified State Electronic Database on Education (USEDE) are all relevant factors.<\/p>\n

Which students are eligible for a deferral?<\/h2>\n

The right to deferral<\/a> Students enrolled in vocational, technical, pre-higher and higher education programmes, who are studying on a full-time or dual-track basis and are pursuing a qualification higher than the one they have previously obtained, are exempt from mobilisation.<\/p>\n

The sequence of educational levels laid down by law is of key importance.<\/p>\n

For example, if a person enrols on a master\u2019s degree programme after completing a bachelor\u2019s degree, the condition regarding the sequence of educational levels is met. However, repeating a course to obtain the same level of education does not constitute valid grounds for a student deferral.<\/p>\n

Therefore, the commonly held view that \u00aba second higher education does not qualify for a deferral\u00bb needs to be clarified: what is decisive is not the fact of having a second higher education, but whether the person is pursuing the next, higher level of education.<\/p>\n

The deferral is valid for one semester<\/h2>\n

For students who meet the criteria laid down by law, a deferral is granted for one semester, but for no longer than six months.<\/p>\n

This provision is already set out in paragraph 60 of the Procedure for the Conscription of Citizens into Military Service during Mobilisation, approved by Cabinet of Ministers Resolution No. 560.<\/p>\n

Thus, the start of the new academic year<\/a> 1 September draws attention to the need to check the validity of student status and deferrals; however, the six-month limit itself is not a new rule being introduced for the first time in autumn 2026.<\/p>\n

An electronic interface between the registers has also been set up for students. The Ministry of Defence had previously explained that, thanks to the exchange of information between the Unified State Electronic Enrolment System (USEDS) and the Ministry\u2019s registers, deferrals can be extended online.<\/p>\n

EDEBO confirms student status<\/h2>\n

One of the main sources of information on the right to a student deferral is the Unified State Electronic Database on Education (EDEBO).<\/p>\n

To apply for a deferral, a student status certificate generated via the Unified State Electronic Education System (USEE) is required. This document contains the information needed to determine whether the student meets the criteria laid down by law.<\/p>\n

In fact, it is important for those liable for military service that information regarding their studies is entered into the database by the educational institution correctly and in a timely manner.<\/p>\n

If information is missing or contains an error, this may cause problems during the automatic verification of eligibility for a deferral.<\/p>\n

The four main conditions for a student deferral<\/h2>\n

To be granted a deferment, a student subject to military service must meet the following key criteria:<\/p>\n

    \n
  1. Study on a full-time or dual-track programme.<\/strong> Enrolment on a distance-learning programme does not, in itself, entitle a student to a deferral of military service.<\/li>\n
  2. Follow the sequence of education.<\/strong> The level attained by a student must be higher than the one previously obtained, in accordance with the sequence laid down by law.<\/li>\n
  3. Keep your details up to date in the EDBO.<\/strong> It is the data from the education database that is used to verify a student\u2019s status.<\/li>\n
  4. Retain the legal grounds for the duration of the deferral.<\/strong> Withdrawal, a change in the mode of study or other circumstances that result in the criteria no longer being met may lead to the loss of the right to a deferral.<\/li>\n<\/ol>\n

    The legislation sets out specific rules for doctoral students and those enrolled on a residency programme.<\/p>\n

    The deferral may be revoked within seven days<\/h2>\n

    State registers are used not only to apply for and extend deferrals, but also to check whether the legal grounds for them still apply.<\/p>\n

    Order No. 560 expressly stipulates that if it is established that a person liable for military service no longer has legitimate grounds for deferment, the relevant commission shall revoke the deferment within seven days of the date on which this fact is established.<\/p>\n

    This may be relevant, for example, following a student\u2019s expulsion or a change in the circumstances that gave rise to the deferral.<\/p>\n

    At the same time, the verification of information is carried out through electronic data exchange between the Register of Conscripts, Persons Liable for Military Service and Reservists and other state registers.<\/p>\n

    What students should check before 1 September<\/h2>\n

    Before the start of the new academic year, students subject to military service should, first and foremost, ensure that their educational institution has correctly recorded their status in the Unified State Electronic Database on Military Service (EDEBO) and that their electronic military registration document contains up-to-date information regarding their deferment.<\/p>\n

    Those who have progressed to a new level of education, transferred to another institution, resumed their studies or changed the mode of study need to be particularly careful.<\/p>\n

    Consequently, with the start of the new semester, it is not the mere possession of a student card that determines eligibility for the student deferral, but rather compliance with the criteria laid down by law and the accuracy of the information held in the state registers.<\/p>","protected":false},"excerpt":{"rendered":"
