He tried to submit an online petition on the President\u2019s official website calling for a press conference to be organised <strong>Vladimir Zelensky<\/strong>.<\/p>\n<p data-start=\"968\" data-end=\"1215\">According to the organiser\u2019s plan, independent Ukrainian and international media outlets were to take part. Journalists were to be given the opportunity to put questions to the president, particularly regarding domestic policy and current social issues.<\/p>\n<p data-start=\"1217\" data-end=\"1471\">However, the petition did not reach the stage of collecting signatures. In its reply, the administration of the e-petitions service stated that the initiative <strong data-start=\"1349\" data-end=\"1389\">\u00abdoes not meet the specified requirements\u00bb<\/strong>, so it will not be made public.<\/p>\n<h2 data-section-id=\"4yln3i\" data-start=\"1473\" data-end=\"1525\">Why the petition might not have been allowed to collect signatures<\/h2>\n<p data-start=\"1527\" data-end=\"1635\">The statement cited by Mokryk does not specify which parts of the appeal failed to meet the requirements.<\/p>\n<p data-start=\"1637\" data-end=\"1939\">The Law of Ukraine \u00abOn Citizens\u00bb Petitions\u2019 provides for a preliminary review of electronic petitions. If a petition meets the established requirements, it must be published within two working days. If not, it will not be published, and the author must be notified accordingly.<\/p>\n<p data-start=\"1941\" data-end=\"2158\">That said, the Supreme Court had previously clarified that the law <strong data-start=\"1994\" data-end=\"2077\">does not oblige the service\u2019s administration to explain the specific reason for the rejection to the author<\/strong> together with the notice of non-publication.<\/p>\n<p data-start=\"2160\" data-end=\"2386\">This aspect of the system has already been the subject of criticism. Petitions have even been submitted on the President\u2019s website in the past, calling for clarification as to exactly which requirements the rejected applications fail to meet.<\/p>\n<h2 data-section-id=\"1rhpjnd\" data-start=\"2388\" data-end=\"2457\">Mokryk called on Zelenskyy to answer questions from the independent media<\/h2>\n<p data-start=\"2459\" data-end=\"2712\">The journalist\u2019s initiative focused primarily on the format of the President\u2019s engagement with the press. It was not about brief comments or joint press briefings with foreign leaders, but about a full-scale press conference at which various media organisations would have the opportunity to put questions to the Head of State.<\/p>\n<p data-start=\"2714\" data-end=\"2854\">According to NV, Mokryk emphasised the need to discuss domestic political and social issues.<\/p>\n<p data-start=\"2856\" data-end=\"3009\">A refusal to publish means that the petition, as submitted, will not be able to start collecting the necessary <strong data-start=\"2956\" data-end=\"2977\">25,000
