According to him, Russia still has around 600 ballistic missiles, and Ukrainian forces recently struck an «Iskander» launcher near the border.

Russia has around 600 ballistic missiles left

According to Vladimir Zelensky, the Ukrainian side estimates Russia’s current reserves at approximately 600 ballistic missiles. At the same time, the Russian military-industrial complex is capable of producing approximately twice that volume in a year.

The President also announced that the target had been successfully destroyed a Russian «Iskander» strategic missile system launcher near the Ukrainian border. According to him, Ukraine is effectively «hunting down» the launch sites from which Russia is carrying out ballistic missile strikes.

Against the backdrop of the growing ballistic threat, ensuring Ukraine’s security remains particularly critical missiles for the Patriot system. Zelenskyy had previously emphasised that the number of interceptors available to Ukraine had fallen significantly this year, whilst Russia had stepped up its use of ballistic missiles.

The President stated that Ukraine had reached an agreement with Germany on 600 PAC-2 missiles, the delivery of which is scheduled for the coming years; however, he emphasised that Ukraine needs more ammunition for its air defence systems. The contract for 600 PAC-2 GEM-T missiles had been confirmed earlier; production is linked, in particular, to new production facilities in Germany.

Zelenskyy on mobilisation and the work of the military leadership

The President also commented on the debate surrounding mobilisation reform. According to him, it is impossible for a single official to carry it out on their own — regardless of whether that official is the new Minister of Defence or the new Commander-in-Chief of the Armed Forces of Ukraine.

«If they do not act together, it is impossible. If they work together, there could be positive developments,» said Zelenskyy.

The President has expressed a similar view on previous occasions, emphasising that mobilisation issues, the TCC and the organisation of the armed forces must be decided jointly by the military and political leadership.

Zelenskyy also commented on the situation surrounding the former defence minister Mikhail Fedorov. The President stated that he had offered him various arrangements for continuing to work within the government team on four occasions, but Fyodorov had turned down all the offers.

Zelenskyy had previously confirmed publicly that the posts offered to Fedorov included that of Deputy Prime Minister for Military Innovation. Fedorov himself stated that he would not accept any post other than that of Defence Minister.

«Elections these days are like a tsunami»

The President has, for the first time, responded in detail to the renewed debate on holding elections during the war.

«The upcoming elections are a tsunami that will tear Ukraine apart. My strategy is to lead the country to the end of the war and preserve an independent and sovereign state,» said Zelenskyy.

According to him, if the country wishes to maintain internal unity during a large-scale war, it is dangerous to move towards an election campaign at this time.

The debate intensified after Fyodorov called on 18 August for a lawful and safe mechanism to be found holding of elections even in the context of a protracted war. The President’s Office subsequently stated that holding elections whilst regular missile and drone strikes were taking place was unrealistic.

Zelenskyy has identified a possible «window of opportunity» for ending the war

Regarding negotiations with Russia, Zelenskyy stated that «The »window of opportunity’ for ending the war could last from the G20 summit in the US until the end of summer 2027.

The President links this timeframe, in particular, to the US political calendar: after the summer of 2027, the presidential election campaign in the US will begin to gather momentum.

At the same time, according to Zelenskyy’s assessment, Moscow is not yet ready to end the war without their demand for the withdrawal of Ukrainian troops from the Donbas being met.

The President emphasised that neither the United States nor the European states are currently in a position to guarantee Ukraine that, following such a concession, Russia will not attempt to advance further.

Zelenskyy described one of the options currently being discussed with the US and European partners as the mutual withdrawal of forces and the creation of a «free economic zone» in the relevant territory. No final decision has been made regarding this model.

Zelenskyy: Kyiv remains Putin’s strategic objective

According to the President, the main strategic objective Vladimir Putin has not changed since the start of the full-scale invasion — it is Kyiv and the subjugation of the whole of Ukraine.

Zelenskyy does not rule out the possibility that Russia may try again in the future to launch an offensive towards the capital. At the same time, Russia’s main forces and efforts are currently concentrated in the Donbas.

The President also stated that, following the so-called elections in Russia, the Kremlin may carry out a new wave of mobilisation. According to him, the Russian leadership expects to recruit a further approximately 300,000 people in 2026, and then continue to bolster the army in 2027.

About Starlink and the corruption scandal

Zelenskyy confirmed that Ukraine It was not possible to reach an agreement with Elon Musk regarding the full use of Starlink over Russian territory for operations in Ukraine.

According to the president, Musk’s position is that such use of the system could lead to an escalation of the war. It had previously been reported that the Ukrainian side was in talks regarding the use of Starlink to strike Russian launchers and other targets on Russian territory.

The President also commented on the latest corruption scandal surrounding the former deputy head of the President’s Office Iryna Mudra.

Zelenskyy stated that the heads of the anti-corruption agencies had no specific questions for him personally and that the information available following the searches was sufficient to warrant immediate personnel action.

On 19 August, Zelenskyy dismissed Mudra from her post as deputy head of the Presidential Office. On the same day, she confirmed that searches had been carried out by the National Anti-Corruption Bureau (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO), and that she had been served with a notice of suspicion. Mudra stated that she was cooperating with the investigation and would defend her position through the legal process.

The President emphasised that should any new confirmed information regarding this matter come to light, further decisions will be taken.

Президент
