All of these facilities supplied Ukraine with ammunition or drones. The Council of the EU has previously stated that Russian hybrid campaigns are aimed, in particular, at undermining support for Ukraine and its ability to defend itself. Some of the suspects were in socially vulnerable circumstances.<\/p>\n<p><a href=\"https:\/\/ukrmedia.news\/en\/world\/nato-plan-ataka-rosii-baltiya\/\">NATO<\/a> notes that, under certain circumstances, a hybrid attack may be recognised as an armed attack within the meaning of Article 5.
