Investigators believe that he personally commanded the most intense shelling of Kyiv on the night of 2 July 2026. Russia deployed 570 combat units \u2014 attack drones, hypersonic and ballistic missiles, including the \u00abZircon\u00bb and \u00abIskander-M\u00bb.<\/p>\n<p>Since the start of the full-scale war, the official has been issuing combat orders for combined operations <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/rosiia-hotuie-masovanyi-udar-ukraina\/\">missile and air strikes<\/a> on Ukraine\u2019s civilian infrastructure, law enforcement officials reported.<\/p>\n<h2>Casualties, damage and legal classification<\/h2>\n<p>More than 100 people were injured as a result of the shelling. Seventy of them were hospitalised with injuries of varying severity.<\/p>\n<p>More than 20 residential buildings in various parts of the city suffered significant damage. The incident was classified as <strong><em>Part 2 of Article 438 of the Criminal Code of Ukraine<\/em><\/strong> \u2014 war crimes that resulted in the loss of life.<\/p>\n<p>A charge in absentia is a procedural decision and does not constitute a conviction. Article 438 of the Criminal Code of Ukraine covers, in particular, the issuing of orders to violate the laws and customs of war.<\/p>\n<p>The International Criminal Court issued an arrest warrant for Gerasimov on 24 June 2024.
