The bill was tabled by MP Oleksiy Honcharenko. The bill was registered on 21 August, and as of 24 August it is being considered by the Committee on National Security, Defence and Intelligence; it does not create a new right to deferment.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The bill proposes a deferral for parents of infants who are liable for military service.<\/li>\n<li>This provision will remain in force until the child reaches the age of one.<\/li>\n<li>The number of children in the family is irrelevant under the proposed rule.<\/li>\n<li>Having one child no longer automatically entitles you to a deferral.<\/li>\n<\/ul>\n<\/div>\n<h2>How the proposed ground should operate<\/h2>\n<p>The document proposes adding a new family-related ground for deferment to Article 23 of the Law \u00abOn Mobilisation Preparation and Mobilisation\u00bb. This will be available to those liable for military service who have a child under the age of one.<\/p>\n<p>This entitlement will be linked specifically to the child\u2019s age, rather than to the date of application or submission of documents. Once the child reaches the age of one, this ground for exemption from conscription will cease to apply.<\/p>\n<p>The proposed wording does not specify any requirements regarding the number of children. If the text remains unchanged during the deliberations, the provision will also apply to parents of a first or second child.<\/p>\n<h2>How does the initiative differ from the current rules?<\/h2>\n<p>The mere fact of having one child does not, at present, constitute a separate, automatic ground for deferral from mobilisation. The law already sets out a number of family-related grounds, but these relate to different circumstances.<\/p>\n<p>In particular, <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/video-from-mobilisation-of-poyasnennia\/\">deferral<\/a> This may apply to parents of three or more minor children under the conditions specified by law, single parents, parents of children with disabilities, and those liable for military service whose husband or wife is on active military duty. The proposed amendment would introduce a separate category for parents of young children.<\/p>\n<p>This refers to a deferral from conscription during mobilisation, not to the automatic discharge from service of those who have already been mobilised or who are serving on a contractual basis.<\/p>\n<h2>What stage is the bill at?<\/h2>\n<p>The draft has been referred to the Verkhovna Rada Committee on National Security, Defence and Intelligence. The committees on humanitarian and information policy, youth and sport, the budget, anti-corruption policy and Ukraine\u2019s integration into the EU are also to provide their opinions.<\/p>\n<p>The tabling of the bill does not alter the current rules governing the granting of deferrals.
