It envisages a ceasefire, the mutual withdrawal of Ukrainian and Russian troops from part of the front line, and the creation of a buffer \u00abfree economic zone\u00bb under third-party administration. This is reported by The Times, whilst the key elements of the proposal were previously outlined by President Volodymyr Zelenskyy during a meeting with journalists.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The plan provides for a ceasefire.<\/li>\n<li>Ukrainian and Russian troops may withdraw from the front line.<\/li>\n<li>The parties are proposing to establish a buffer zone.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"itu7fs\" data-start=\"865\" data-end=\"909\">What does the new plan to end the war entail?<\/h2>\n<p data-start=\"911\" data-end=\"1203\">According to <strong>Zelensky<\/strong>, the negotiations with the American side were successfully narrowed down to three key points. A representative of the US took part in the consultations <strong>Steve Witkoff<\/strong> \u0456 <strong>Jared Kushner<\/strong>. The proposals that have been drawn up are to form the basis for further negotiations with Russia.<\/p>\n<p data-start=\"1205\" data-end=\"1252\"><strong data-start=\"1205\" data-end=\"1252\">The first and most important point is a ceasefire.<\/strong><\/p>\n<p data-start=\"1254\" data-end=\"1452\">The second involves the creation of a so-called <strong data-start=\"1293\" data-end=\"1321\">free economic zone<\/strong>. Under the US proposal, Ukrainian and Russian troops must withdraw to an equal distance from a designated section of the front line.<\/p>\n<p data-start=\"1454\" data-end=\"1617\">In such a case, a buffer zone will be established between the positions of the parties; this zone will have a special economic status and will be subject to a form of administration by a third party.<\/p>\n<p data-start=\"1619\" data-end=\"1737\">Zelenskyy noted that the mechanism for such management has not yet been finalised.<\/p>\n<p data-start=\"1739\" data-end=\"1955\">The third major section concerns <strong data-start=\"1770\" data-end=\"1883\">the roles of the European Union and NATO, security guarantees for Ukraine, and the commitments that Kyiv is prepared to undertake<\/strong> within the framework of a potential agreement.<\/p>\n<h2 data-section-id=\"1pbbq6o\" data-start=\"1957\" data-end=\"2004\">Ukraine, the US and Europe have agreed on the key points<\/h2>\n<p data-start=\"2006\" data-end=\"2078\">Zelenskyy emphasised that these proposals are not exclusively a Ukrainian plan.<\/p>\n<p data-start=\"2080\" data-end=\"2297\">According to him, three main points were drawn up <strong data-start=\"2132\" data-end=\"2194\">together with the United States and our European partners<\/strong>, whilst the American side was, at the same time, maintaining contacts with Moscow.<\/p>\n<p data-start=\"2299\" data-end=\"2410\">The President stated that the current set of proposals has already received a generally positive response from those taking part in the consultations.<\/p>\n<p data-start=\"2412\" data-end=\"2492\">At the same time, Washington has a few more ideas which have not yet been formally presented to Kyiv.<\/p>\n<blockquote data-start=\"2494\" data-end=\"2681\">\n<p data-start=\"2496\" data-end=\"2681\">\u00abThere are a few other ideas from the American side. They want to find the right moment to share them. We are waiting for them,\u00bb explained Zelenskyy.<\/p>\n<\/blockquote>\n<p data-start=\"2683\" data-end=\"2926\">The Times describes the current proposals as a suggestion regarding <a href=\"https:\/\/ukrmedia.news\/en\/analitika\/koly-zakinchytsya-viyna-v-ukraini-prognoz-2027\/\">an end to the Russian-Ukrainian war<\/a>, the key elements of which are the cessation of hostilities, the mutual withdrawal of forces and the establishment of a buffer zone.<\/p>\n<h2 data-section-id=\"9e3vuy\" data-start=\"2928\" data-end=\"2984\">Russia continues to demand that Ukraine withdraw from the Donbas<\/h2>\n<p data-start=\"2986\" data-end=\"3032\">Moscow\u2019s stance remains the main problem.<\/p>\n<p data-start=\"3034\" data-end=\"3276\">According to Zelenskyy, Russia continues to demand that Ukrainian troops <strong data-start=\"3107\" data-end=\"3141\">withdrew from the entire Donbas region<\/strong>, which they currently control. Moscow is threatening to continue its offensive operations if this does not happen.<\/p>\n<p data-start=\"3278\" data-end=\"3447\">The President emphasised that Ukraine has no guarantees that, following such a withdrawal, Russian troops will halt at the Donetsk and Luhansk regions and will not continue their advance.<\/p>\n<p data-start=\"3449\" data-end=\"3606\">That is precisely why the American proposal for a mutual withdrawal of troops and the creation of a special buffer zone is seen as one of the possible compromise mechanisms.<\/p>\n<p data-start=\"3608\" data-end=\"3797\">Questions remain as to <strong data-start=\"3648\" data-end=\"3758\">the precise boundaries of such a zone, its status, administration and the system for monitoring compliance with the ceasefire<\/strong>.<\/p>\n<h2 data-section-id=\"3fii4t\" data-start=\"3799\" data-end=\"3857\">Lavrov is due to meet a representative of the Vatican on Tuesday<\/h2>\n<p data-start=\"3859\" data-end=\"3967\">New diplomatic proposals emerged at the same time as an important visit by a representative of the Holy See to Moscow.<\/p>\n<p data-start=\"3969\" data-end=\"4197\">On 24 August, the Vatican\u2019s Secretary for Relations with States and International Organisations, Archbishop, arrived in Russia <strong data-start=\"4087\" data-end=\"4110\">Paul Richard Gallagher<\/strong>. Its mission is officially dedicated to dialogue and peace.<\/p>\n<p data-start=\"4199\" data-end=\"4435\"><strong data-start=\"4199\" data-end=\"4300\">On Tuesday, 25 August, Gallagher is due to meet with Russian Foreign Minister Sergey Lavrov.<\/strong> A meeting with Putin\u2019s foreign policy adviser, Yuri Ushakov, is scheduled for the following day.<\/p>\n<p data-start=\"4437\" data-end=\"4753\">The Times suggests that a new framework for ending the war in Ukraine may also be discussed during these talks. The Vatican\u2019s official programme does not specify a particular Ukrainian plan amongst the topics for discussion, but the aim of the visit is stated as the continuation of diplomatic dialogue on peace.<\/p>\n<h2 data-section-id=\"d9j69w\" data-start=\"4755\" data-end=\"4808\">Zelenskyy sees a diplomatic \u00abwindow of opportunity\u00bb<\/h2>\n<p data-start=\"4810\" data-end=\"5065\">The President also stated that the most active period of diplomacy could continue <strong data-start=\"4886\" data-end=\"4934\">from the current stage until the end of summer 2027<\/strong>, after which political attention in the US will increasingly shift towards the presidential campaign.<\/p>\n<p data-start=\"5067\" data-end=\"5201\">Meanwhile, hostilities are continuing, and Russia has so far shown no willingness to abandon its maximalist territorial claims.<\/p>\n<p data-start=\"5203\" data-end=\"5453\">So, the proposals put forward are currently <strong data-start=\"5238\" data-end=\"5261\">negotiating framework<\/strong>, rather than a final peace agreement. Its key elements \u2014 a ceasefire, the mutual withdrawal of forces, a special buffer zone and future security guarantees \u2014 still need to be agreed upon by all
