The \u00abKondensat\u00bb refinery will process Russian crude oil and return approximately 70% of the petrol and diesel fuel produced to Russia. Meanwhile, on 25 August, a fire broke out at the much larger Atyrau refinery in Kazakhstan. The fire has now been extinguished, and the plant has resumed operations.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Kazakhstan has started supplying AI-92 petrol to Russia.<\/li>\n<li>The \u00abKondensat\u00bb oil refinery will be shipping approximately 70% of fuel to the Russian Federation.<\/li>\n<li>A fire broke out at the Atyrau oil refinery on the same day.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"12ef0j5\" data-start=\"813\" data-end=\"859\">Kazakhstan has started supplying petrol to Russia<\/h2>\n<p data-start=\"861\" data-end=\"1089\">Kazakhstan oil refinery <strong data-start=\"880\" data-end=\"895\">\u00abCondensate\u00bb<\/strong> began <a href=\"https:\/\/ukrmedia.news\/en\/world\/rosiya-kazahstan-import-benzynu\/\">supplies of small consignments of petrol<\/a> AI-92 for the Russian market. The company has also agreed to refine Russian crude oil, with the resulting fuel to be sold in Kazakhstan and the Russian Federation.<\/p>\n<p data-start=\"1091\" data-end=\"1353\">Kazakhstan\u2019s Minister of Energy <strong>Yerlan Akkenzhenov<\/strong> stated that the agreement provides for the dispatch to Russia of approximately <strong data-start=\"1208\" data-end=\"1257\">70% of petrol and diesel fuel produced<\/strong>. Up to 30% of the products will be reserved for the Kazakhstani market.<\/p>\n<p data-start=\"1355\" data-end=\"1513\">This does not refer to the \u00ab30% fee\u00bb for the processing of Russian oil: it is precisely this proportion of the petroleum products produced that, under the agreement, may remain in Kazakhstan.<\/p>\n<p data-start=\"1515\" data-end=\"1727\">There are plans to transport Russian raw materials to the plant by rail. According to Akkenzhenov, the owner of this oil is not subject to sanctions, but he did not disclose the name of the company.<\/p>\n<h2 data-section-id=\"5erune\" data-start=\"1729\" data-end=\"1800\">The \u00abKondensat\u00bb oil refinery is small, but it could provide the Russian Federation with some fuel<\/h2>\n<p data-start=\"1802\" data-end=\"1928\">\u00abKondensat\u00bb is situated in the West Kazakhstan Region and has a processing capacity of approximately <strong data-start=\"1896\" data-end=\"1927\">850,000 tonnes of oil per year<\/strong>.<\/p>\n<p data-start=\"1930\" data-end=\"2161\">The company is capable of producing approximately <strong data-start=\"1970\" data-end=\"2041\">200,000 tonnes of petrol and 200,000 tonnes of diesel fuel per year<\/strong> the Euro 5 standard. In July 2026, the plant exported petrol to Russia for the first time.<\/p>\n<p data-start=\"2163\" data-end=\"2275\">Given the scale of the Russian fuel market, this is a relatively small volume; however, the very fact that imports have begun is significant.<\/p>\n<p data-start=\"2277\" data-end=\"2446\">Russia, which is one of the world\u2019s largest oil producers, has been forced to import additional volumes of fuel from abroad following <a href=\"https:\/\/ukrmedia.news\/en\/world\/tiumenskyi-npz-zupynka-ataky-droniv\/\">the closure of some of its own oil refineries<\/a>.<\/p>\n<p data-start=\"2448\" data-end=\"2747\">Ukrmedia attributes the current fuel shortage in the Russian Federation to <strong data-start=\"2499\" data-end=\"2571\">refinery shutdowns following drone attacks and a seasonal rise in demand<\/strong>. Moscow had already imposed restrictions on petrol and diesel exports and relaxed certain fuel standards in an attempt to stabilise the domestic market.<\/p>\n<h2 data-section-id=\"1vd6gpq\" data-start=\"2749\" data-end=\"2788\">On the same day, a fire broke out at the Atyrau oil refinery<\/h2>\n<p data-start=\"2790\" data-end=\"2939\">On 25 August, a fire broke out at yet another Kazakhstani factory \u2014 <strong data-start=\"2860\" data-end=\"2900\">At the Atyrau Oil Refinery<\/strong>, one of the country\u2019s three largest oil refineries.<\/p>\n<p data-start=\"2941\" data-end=\"3128\">The fire broke out at around 12.35 pm in a closed-type settling tank at the mechanical treatment plant. According to \u00abKazMunayGas\u00bb, the fire was burning inside <strong data-start=\"3076\" data-end=\"3089\">oil sludge<\/strong>.<\/p>\n<p data-start=\"3130\" data-end=\"3270\">Around 65 firefighters and 19 pieces of equipment were deployed to tackle the blaze. At 13:42, the spread of the fire was halted, after which the fire was completely extinguished.<\/p>\n<p data-start=\"3272\" data-end=\"3364\"><strong data-start=\"3272\" data-end=\"3295\">There were no casualties.<\/strong> The cause of the fire is being investigated.<\/p>\n<h2 data-section-id=\"1hfz6ix\" data-start=\"3366\" data-end=\"3432\">The Atyrau plant is more than six times as powerful as \u00abKondensat\u00bb<\/h2>\n<p data-start=\"3434\" data-end=\"3607\">The design capacity of the Atyrau Oil Refinery is approximately <strong data-start=\"3489\" data-end=\"3518\">5.5 million tonnes of oil per year<\/strong>, whereas \u00abKondensat\u00bb has approximately 850,000 tonnes.<\/p>\n<p data-start=\"3609\" data-end=\"3746\">Consequently, the Atyrau plant\u2019s processing capacity is more than six times that of the facility which has started supplying fuel to the Russian Federation.<\/p>\n<p data-start=\"3748\" data-end=\"3968\">However, according to official reports, the fire on 25 August, <strong data-start=\"3798\" data-end=\"3846\">did not result in the suspension of core production<\/strong>. Company representatives stated that the plant continues to operate as normal.<\/p>\n<p data-start=\"3970\" data-end=\"4141\">In the first seven months of 2026, the Atyrau Oil Refinery processed 3.131 million tonnes of crude oil, compared with 3.396 million tonnes in the same period of the previous year.<\/p>\n<h2 data-section-id=\"f35kma\" data-start=\"4143\" data-end=\"4194\">Russia is seeking additional fuel following the attacks on oil refineries<\/h2>\n<p data-start=\"4196\" data-end=\"4272\">Supplies from Kazakhstan are taking place against a backdrop of problems in the Russian oil refining sector.<\/p>\n<p data-start=\"4274\" data-end=\"4489\">Ukrainian drones in recent times <a href=\"https:\/\/ukrmedia.news\/en\/world\/orsk-npz-ataka-droniv-gidrokreking-11-serpnya\/\">regularly attack oil refineries<\/a>, oil depots and other fuel infrastructure in the Russian Federation. Following the damage, some refineries temporarily scaled back operations or completely shut down certain units.<\/p>\n<p data-start=\"4491\" data-end=\"4621\">Against this backdrop, Russia has begun to use additional measures to ensure the domestic market is well-supplied, including the import of petroleum products.<\/p>\n<p data-start=\"4623\" data-end=\"4885\">Therefore, supplies even from a relatively small Kazakhstani refinery could be beneficial for certain Russian regions, although \u00abKondensat\u00bb alone is not capable of offsetting the large-scale production losses at major
