This was stated by the Minister of Defence <strong>Denis Shmygal<\/strong> during the annual conference <strong>Yalta European Strategy (YES)<\/strong>, held on 12-13 September 2025 in Kyiv. According to him, this amount is needed to hold the frontline and minimise losses if the war continues. Even if the fighting stops, there will be a need for \u00ab<strong>not much smaller<\/strong>\u00bb - to restore stocks and maintain combat capability in case of repeated Russian aggression. <\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">What the funds will be used for<\/h2>\r\n\r\n\r\n\r\n<p>Shmyhal outlined three key funding priorities:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>Drones and ammunition<\/strong>: FPV and robotic systems, artillery shells, including long-range ones;<\/li>\r\n\r\n\r\n\r\n<li><strong>Protecting the sky<\/strong>Ballistic missile defence systems and interceptor drones;<\/li>\r\n\r\n\r\n\r\n<li><strong>Long-range capabilities<\/strong>Increasing the production of Ukrainian drones and missiles. <\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Reasoning<\/h2>\r\n\r\n\r\n\r\n<p>\u00ab<strong>The economy of war<\/strong> shows that if we spend less than Russia, we pay with territories and lives,\u00bb the minister emphasised, calling for <strong>attract all possible sources of funding<\/strong>. He also supported the use of <strong>income from frozen Russian assets<\/strong> as a stable source for defence and reconstruction - until the actual payment of reparations to Russia. <\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Context.<\/h2>\r\n\r\n\r\n\r\n<p>The estimate of $120 billion was made against the backdrop of the preparation of a new instrument of international assistance to Ukraine and work on <strong>the new IMF programme<\/strong>, which should take into account the budget needs until 2026.
